DESCRIPTION
The Workforce Development Program Manager will lead with effective support and continuous improvement in career development, internships, and workplace best practice. With a robust framework in the ART of OLS, this person will apply their expert knowledge in the workforce with business and with OLS interns directly in the workplace and in the classroom. Data driven decision making will be key when providing strategic direction and facilitating individual and the program advancement. This position will report to the Associate Dean and be part of the OLS leadership team. This position will include Bellevue College leadership responsibilities. The current number of interns each year ranges from 16-21 students with supervision of 1 part-time internship coach as needed. Student empowerment and self-determination are both key for student success. Most interns will become independent during their internship and may receive an employment offer. COMPREHENSIVE WAGE AND BENEFIT PACKAGE
Annual salary begins at $57,285 and commensurate with candidate's qualifications and related experience.

ABOUT THE DEPARTMENT
Occupational & Life Skills (OLS) Bellevue College is an accredited associate degree program for adults with learning disabilities serving approximately 80 students and growing. In our uniquely supportive program, students learn to identify and develop a career pathway, gain marketable, workplace readiness skills, and complete an internship with a local business. Many students are gainfully employed within three months after graduation. OLS students grow interpersonal skills and take steps toward greater independence. The confidence they gain at OLS, both onsite and in the community, help students self-advocate and mature so they can become productive community members. They build life long friendships, and gain marketable, workplace-ready skills. The person in this role will supervise approximately 15 instructors and staff.

POSITION DUTIES
Internship Coordination

Facilitate and support the onboarding process for both the businesses and the students
Establish a collaborative relationship that provides ongoing training and support for business, student, and staff
Provide onsite job coaching evaluating tasks and adapting work environment to facilitate learning including fading, frameworks, and adjustments
Train and supervise internship coaches providing learning opportunities, program vision and direction and intervention as needed
Facilitate employment opportunities with internship sites after internship period
Manage student performance while at internship site providing constructive and individualized feedback and coaching to students
Develop and continuously improve data collection systems
Keep updated on Labor & Industries (L&I), HR Regulations and Insurance requirements regarding internship programs
Collect relevant data through performance assessments utilizing information to foster intern improvement or to create accommodations that ensure success in the workplace
Internship Development
Networking, marketing, identification of potential placement opportunities, touring of companies, identification of business decision makers, building and maintaining business relationships, and securing positions for students as guided by their desired career path.
Educate employers about the advantages of workforce diversity and encourage businesses to consider the benefits of hiring people with disabilities
Recruit and develop relationships with community businesses that lead to internships sites, volunteer sites, and program partners
Create marketing collateral in conjunction with marketing specialist for OLS partnership recruitment
Set up and prepare internship sites with business staff, mentor identification, training, job description, task analysis, and accommodations as needed
Coach OLS students in preparation for their internship, prepare professional resumes and facilitate interviews
Provide training and resources for families and student support teams
Career Advising
Facilitate career pathway development as related to the ART of OLS for graduating students during their final year and third year students
Maintain knowledge of local workforce needs and consequently advice students as they develop their careers
Suggest curriculum enhancements as required by market needs or business experience
Assistance with employment opportunities for OLS students and alumni
Provide advocacy support regarding workplace situations and disabilities
Program Support
Co-teach soft skills with instructor as related to internship performance during 6 month internship
Assisting with curriculum updates as related labor market needs and employment best practices
Assist instructors with organization of workforce related activities (business tours, scheduling speakers, etc)
Facilitate resume building for graduating OLS students
Assist instructor with the development of a senior presentation/portfolio
Administrative Support
Develop and maintain a collaborative relationship with Bellevue College entities to further OLS mission
Represent OLS and Bellevue College in a professional manner at networking events and when developing new business relations
Institute and maintains data collection methods utilize the data to guide strategy and planning
Lead event planning specific to internships and student preparation for graduation meeting program outcomes
Create and maintain partnerships with community, government agencies, and educational entities to enhance student and program success
Lead hiring efforts for new internship coaches in collaboration with the Associate Dean
Provide ongoing direction, training and mentorship for new hires during the first internship cycle
Create the vision and goals for the OLS Internship Program within the Art of OLS framework
Collaborate and communicate with Associate Dean and OLS leadership team
Other
Ensure contract outcomes are met
Organizing and scheduling job shadows, business tours and internships
Attend Division of Vocational Rehabilitation (DVR) meetings and respond to communications as needed
Co-teach Skills for Work/Skills for Life workshops and camps for high school students
Performs related duties as assigned

QUALIFICATIONS/CORE COMPETENCIES

MINIMUM QUALIFICATIONS:
Bachelor's Degree from accredited institution. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis
Three (3) years' experience working with individuals with disabilities in the workforce
Demonstration of effective collaboration, communication, and leadership skills
Valid driving license and vehicle

PREFERRED QUALIFICATIONS:
Employment Consultant Certification
Experience developing job or internship positions for individuals with disabilities
Working knowledge of support systems for adults with disabilities in the workplace
User knowledge of Microsoft Office programs
