Job Description

The Web Administrator is responsible for managing and maintaining all internal and externally facing websites environments (including web servers and web sites), designing and implementing environment changes, installing upgrades and patches, monitoring and tuning for system performance, and ensuring key Service Level Agreements (SLAs) are met.

  • Daily Administration and Production Support (50%)
    • Provide 24x7x365 support when required (including after-hours/weekends) for all external websites/applications, the Corporate Intranet, and associated internal web applications.
    • Develop and/or maintain appropriate alerting systems to notify key IT and Line of Business staff of critical events and outages.
    • Provide regular updates and/or reports on application issues and system up-time to IT Leadership.
    • Build, monitor, and maintain an auditable release management environment to allow IT (or other authorized internal department users) to perform web content updates.
    • Document and maintain diagrams that depict web application flows and environment designs.
    • Review documentation provided by IT Security on existing security gaps, and develops and implements appropriate remediation plans.
    • Perform code reviews for all levels of code - from internal developers and external contractors - including scripts developed in house.
    • Develop, report, and maintain actionable retention schedules on web content systems.
  • Project and Vendor Management (20%)
    • Act as the WPCU technical contact for outsourced web development projects, including the development and maintenance of environment(s) suitable for external contracting staff access.
    • Serve as the project leader or coordinator for IT projects where assigned, including but not limited to, creation and execution of an actionable project plan in coordination with the Project Management Office (PMO).
    • Provide the Vendor Management team with accurate and timely information during their periodic review of 3rd party providers for areas assigned.
  • Policy/Procedure Adherence (20%)
    • Create and maintain appropriate Software Development Life Cycle procedures which may include training of business units in proper usage.
    • Create and maintain Secure Coding Standards (SCS) which includes deployment procedures, and steps needed to keep up-to-date with applicable 3rd party tools and industry trends.
  • IT Strategy/Planning/Budgeting (10%)
    • Assist with the updating of the 3-Year IT Operating Plan as it relates to public websites, the corporate intranet, and any tools or 3rd party services used in support of those areas.
    • Support IT Management by ensuring accurate information for the annual budgeting process is provided and included in appropriate functional areas (e.g. DP Communication, Consulting, Capital Funding)
    • Evaluate and recommend the proper use of (or changes to) the tools, 3rd party services, and/or 3rd party providers needed to keep the enterprise web presence current and maximize up-time.


Required Skills

This position must be thoroughly knowledgeable at configuring/installing a Content Management System (CMS), managing web server environments and technologies, and supporting an auditable release/change management process. In order to do so the following are required:

  • A Bachelor’s degree or 5+ years of equivalent work experience in web development at a medium to large organization. Position will be responsible for being able to review code (primary .NET, HTML, SQL) provided by external contractors and managing Windows IIS Servers.
  • 2+ years of experience in supervising outsourced web development contracts. This includes being able to implement technologies to “scrub” data on websites, if necessary, before providing development environments to contractors.
  • Candidate must either possess Security+ certification or be able to demonstrate a working knowledge of computer network and secure protocols (e.g. SSL, FTPS, SFTP, HTTPS, etc).
  • Candidate must possess and be able to demonstrate a working knowledge of Microsoft SharePoint, Windows Server OS, Active Directory, and Microsoft SQL Server. Knowledge of other Content Management Systems (e.g. DNN) is a plus.
  • Candidate must be able to demonstrate, design, and support a Release Management Process.
  • Candidate must be able to explain the differences between a two and three tiered application security model and when one is preferred versus the other.
  • Candidate must possess and be able to design/support a Software Development Life Cycle (SDLC) and Secure Coding Standards (SCS). Experience with Team Foundation Server (TFS), preferred.
  • Candidate demonstrates an understanding of PCI Standards and be able to demonstrate/apply PCI concepts in order to secure public facing websites and applications.
  • Candidate must be able to work with other teams that support technologies such as dynamic DNS, Load Balancers, and Firewalls to provide high availability and disaster recovery environments.
  • Strong time management skills in technical environments and project management.
  • Valid driver’s license and ability to operate a motor vehicle.
