Job Description

Position Summary:


Under the supervision of the Senior Vice President for Healthcare Integration, and in collaboration with Chief Medical Officer and the Chief Psychiatric Officer, the Vice President for Article 28 Health Centers is responsible for non-provider leadership, and active oversight of policy, procedures and protocols which impact and influence the administrative and clinical operations of the health centers as they impact patient care and community. The VP of Art 28 serves as a liaison between the non-physician clinical and administrative staff at clinical sites The VP for Art 28 1) will provide leadership of the agency’s Article 28 Health Centers with a focus on achieving and maintaining clinical and operational excellence, 2) will foster growth in all Article 28 Health Centers and 3) develop and implement a structure that attracts, develops and retains support staff within the Health Centers.


The VP for Art 28 supervises all aspects of the patient satisfaction and care continuum including reception, registration, insurance eligibility determination, revenue capture and scheduling. S/he will be responsible for operations and clinical integration of the pharmacy programs.

This leadership position is responsible for defining, articulating, and promoting an overarching, uniform mission, vision, and philosophy of service for integrated care that is consistent with the overall organizational mission, vision, and values.


Key responsibilities:


Operational Excellence

  • Provide strategic leadership, guidance, and support to staff responsible for the implementation of all Article 28 programs, including operational policies and protocols, with an emphasis on achieving integration of the Article 28 Health Centers with Behavioral Health and other collaborative programs .
  • Develop tracking and reporting mechanisms to monitor and support achievement of programs’ business goals (i.e. meeting projections for service levels, deliverables, and projected revenues).
  • Collaborate and Coordinate with QI/ Data Collection Team to support the successful, on-going monitoring of the quality of services generating program reports across the integrated Primary Care/Behavioral Health/Mental Health/Substance Use Treatment continuum
  • Ensure compliance with Laws, Regulations, and Standards of Care related to and deriving from organizations charged with Federal, State, Licensing, and Accrediting of Article 28 programs.
  • Develop tracking and reporting mechanisms to monitor and support all program adherence to documentation standards, programs’ goals and objectives ensuring high performance ratings in oversight reviews.
  • Collaborates across division to help develop, transition, and implement electronic health records within the Primary Care and Behavioral Health integrated initiatives within the division.


Growth

  • Develop strong referral relationships with large inpatient and outpatient programs to develop strong referral sources.
  • Collaborate with internal partners to expand the referral network
  • Represent the agency with external professional communities; serve as a liaison to Statewide Associations, area planning groups, and/or National, State, and/or Municipal Networks;
  • Manage relations with community at large and promote awareness and understanding of Housing Works Article 28 Programs.

Minimum Requirements

General

  • Participate and support advocacy efforts to end the twin crises of homelessness and AIDS.
  • Articulate, promote, and maintain confidentiality and adherence to all other ethical standards.
  • Attend and/or lead internal and external meetings, in-services, and/or professional training as appropriate.
  • Adhere to all agency, division, and departmental policies and procedures.
  • Maintain professional accreditation(s) and competence necessary to perform job responsibilities. Provide agency with updated proof of credentialing as requested.

  • Budget management:

i. Meeting/Exceeding budgeted visits

ii. Meeting/Exceeding revenue projections

  • Increase in Primary Care + 1
  • Satisfactory audits
  • Implementation of innovative programs


Key Qualifications/Requirements:

This position requires 10+ year in a leadership position within an ambulatory healthcare setting, or community health center (FQHC). A Master’s degree in public health, business, or community health preferred. Other requirements include:

  • Experience with/of health care fiscal management, integrated services, population health and talent development and management techniques;
  • Knowledge of governmental regulations, health care accreditation standards, electronic health records, HIPAA, and compliance requirements;
  • Ability to identify and effectively resolve problems in a timely manner;
  • Ability to act independently and consistently utilizes good judgment in patient decisions and the resolution of problems, both clinical and non-clinical;
  • Knowledge and experience working with an ethnically, culturally, and racially diverse staff and clientele; ability to work harmoniously with diverse population required.
  • Strong leadership with a commitment and drive to innovate with demonstrated ability to effectively lead in growth and in a changing, environment; and
  • Excellent technological, organizational, communication (oral and written), interpersonal skills and acumen.
  • Enthusiasm and comfort in collaborating with customer/ patients.
