Raytheon Intelligence and Space Construction Engineering Organization is currently seeking a TSA Inline Site Lead for its Homeland Security Department. This person will provide technical expertise and guidance for the design and construction of TSA certified Checked Baggage Inspection Systems (CBIS). This team of engineering and systems installation professionals has been tasked with deploying systems throughout the United States. This group is tasked with site layout and design, concept of operations, systems transition, integration planning, construction management, systems installation, integration, system optimization, testing, system maintenance, and logistics support. The customer sites for these projects are typically government sites with agencies such as Airport Authorities, TSA or Homeland Security.

Please note this position is eligible for 100% remote / telecommuting with the requirement of 50% travel.

Job Description:
As a TSA Inline Site Lead, you will support the Checked Baggage- Screening Equipment Deployment Services (SEDS) IDIQ Program, which is a task order-based program, supporting nationwide airport projects. In some instances, there may be multiple projects at a single airport. The projects to be supported will be at varying phases of the deployment life cycle, including Planning, Design, Construction, Installation, Testing and Closeout. The TSA Inline Site Lead, will support project planning, coordination and technical advisement services to facilitate TSE installation, integration, networking, testing, removal and relocation, as required by the task order. The TSA Inline Site Lead is the technical liaison to the TSA Regional Deployment Coordinator (RDC) throughout the life cycle of each assigned project. The TSA Inline Site Lead will keep the RDC highly informed on project progress and issues to avoid negative impacts to schedule, cost, or performance. As a TSA Inline Site Lead, you should be able to guide large and complex projects delivering them on-time and on-budget. You should be able to provide assistance in business planning and the preparation of proposals. You will develop, plan, and design Checked Baggage Inspection Systems (CBIS) components, construction drawings, specifications, cost estimates, and analysis (operational flow, structural). You should be familiar with Reduced Size, Medium Speed, and High-Speed Explosive Detection equipment from various manufacturers that have unique operating characteristics and limitations. You will be responsible for technical coordination, as well as cost and schedule performance of the project installation, test and acceptance for TSA Checked Baggage Inspection Systems (CBIS) usage.

Required Skills:
The Site Lead should have a good understanding of basic building code requirements and of general construction practices, including new facility construction, upgrades of existing facilities, and other related construction work and familiarity with the TSA Planning Guide and Design Standards (PGDS) for Checked Baggage Inspection Systems. The Engineer should have the ability to work effectively in a multi-task environment and have good project administration skills with 5-years as a Project Manager on airport projects in a construction, BHS/material handling and/or systems engineering environment. The Candidate must possess thorough communication skills and be comfortable in performing presentations for customers. The Candidate must have the willingness and ability to travel about 50% of the time to various construction sites. In addition, TSA Inline Site Lead must also meet the minimum qualifications to include at least two (2) of the following:
  • Minimum of five (5) years of experience as a Project Manager on airport design and/or construction projects involving baggage handling systems, including basic proficiency with either Microsoft Project or Primavera scheduling software.
  • Minimum of five (5) years as a designer of complex CBIS.
  • Minimum of five (5) years as an airport terminal planner/designer, with specific experience with construction phasing and airport/airline operations.
  • Minimum of five (5) years as a controls (electrical) engineer with expertise in Programmable Logic Controls (PLC) programming of CBIS.
  • Execution of functional check-out and testing of at least five (5) outbound sortation systems, including matrixed and/or mini-in-line CBIS.
  • Mechanical, electrical or programming experience of at least three (3) outbound sortation systems.
  • Minimum of three (3) years of experience as a Site Lead for the EBSP, with experience in conducting at least three (3) Test Readiness Reviews (TRRs).

Additional Requirements:
  • Must be capable of completing and obtaining required E-QIP Security Clearance and Airport SIDA badges with escort privileges at the project sites assigned without complication.
  • Candidate must have willingness to travel up to 50% of the time to airport construction sites.

Desired Skills:
Recent expertise in Programmable Logic Controls (PLC) programming of complex baggage handling systems, including outbound sortation. Experience using Project Management Professional (PMP) certification systems is highly desired. Experience with AutoCAD, modeling and simulation products is a plus: Familiarity with the Planning Guide and Design Standards for Checked Baggage Inspection Systems.

Required Education: BS degree and 5 years of related experience or an Associates’ Degree and 9 years of related experience or In lieu of a degree High School Diploma or equivalent and 13 years of related experience.
