PAE National Security Solutions is actively seeking applicants for Training Manager/Coordinator

PAE Position Description: The Training Manager/Coordinator shall perform, at a minimum , the following tasks and responsibilities:

Must be able to obtain/maintain a DHS Suitability security clearance

  • Design, direct, plan, complete, and/or coordinate the training and development activities of laboratory personnel as described in the DHS Training Requirements, including, but not limited to, the following:
  • Administer training events and scheduling processes within the Homeland Security Information Network (HSIN) LEARN Learning Management System (LMS), ensuring the delivery mechanism for training meets internal DHS requirements; including, but not limited to, any DHS IT requirements for storage of any FOUO trainings, protection of information from inappropriate disclosure, and execution of access policies for that information.
  • Ensure on-site laboratory facilities meet DHS technical requirements for using HSIN LEARN LMS.

  • Coordinate remote online training capabilities, onsite demonstrations, and hands-on training conducted by local BioWatch staff designated as a trainer (defaults to lab lead) to facilitate learning of BioWatch Laboratory processes and procedures. On-site demonstration includes, at a minimum, observing trained laboratory staff demonstrating the process at their host laboratory
  • On-site hands-on training includes, at a minimum, performing processes that the trainee does to facilitate the learning process at the host laboratory and may include pipette skill assessments or understanding of laboratory processes, procedures, and local requirements

  • Facilitate timely HSIN registration for new staff , maintain the training calendar, act as point of contact for laboratory personnel, and provide finalized rosters to the Program Management Team (PMT) and Lead Biological Scientists.

  • Work with PMT to plan and coordinate training activities across multiple jurisdictions and time zones in order to ensure staff are trained on-site at the host laboratory, minimizing the burden on local laboratory staff.

  • Ensure new hires meet local training and credentialing requirements (e.g., safety training and badging).

  • Communicate with trainees prior to and after training events, as needed, including delivering front-line support, facilitating the registration/access process, answering training registration and enrollment questions, and handling issues with superb problem-solving skills (e.g., resolving issues by taking ownership and seeking appropriate resources when necessary).

  • Provide long-term training support for the Program moving forward, including special events/surge, quality assurance, data management systems, and other program-needed assistance.

  • Plan, schedule, and conduct remote online training to include:
  • Instructor-guided training (e.g., timed slides with voice-over instruction or equivalent)
  • Videos (or other visual aids) demonstrating the laboratory processes/procedures or applying the concepts of training for the following, to include:
    • Receiving, processing, and extracting (single-tube extraction and high-throughput extraction) samples, PCR setup/master mix preparation, data interpretation, results reporting, sample archival, and laboratory best practices (e.g., BSC setup and decontamination)
    • Flexibility to include updates to training content. Provide long-term training support for the BioWatch Program moving forward building in Special Events/surge, QA, ), Data Management System (DMS) and other program-needed updates.
    • Limited use of virtual-led instructor training. Virtual led instructor training (which is real time) may provide value. However, should be used in a limited capacity to where interaction is critical.
  • Knowledge and skills assessments that demonstrate learning across training content, including post-test to assess understanding of training content and ensure understanding of critical processes (pre-test is recommended, but not necessary)
  • Training approaches should be laid out in the syllabus/plan are conditioned on DHS approval. All training plans/syllabus should clarify all specific virtual training approaches used during the training of any lab staff. Plans, syllabus, and content and learning approach should be approved by DHS
  • Opportunities for trainees to engage in content with trained personnel at host-site (e.g., pre-arranged Question and Answer periods, discussion with trainers on specific concepts, office hours, etc.)

  • Incorporate current training resources into local laboratory training systems, and standardize language for clarity in training slides/presentations, ensuring the following:
  • All training content shall be approved by DHS and support current DHS Program laboratory operations procedures and quality requirements.
  • Training shall meet all DHS goals, objectives, and compliance standards.
  • Training content shall be updated, as needed, with current laboratory procedures and quality requirements.

  • Collect training acceptance documents and ensure training module documentation (scoring, assessments, feedback, etc.) is closed upon completion of all training events, as well as providing post-training support to trainees, as needed.

  • Gather feedback from trainees during the training process to ensure that effective knowledge transfer occurs (e.g., periodic knowledge checks, assessments, polls), evaluate the effectiveness of the training material, and provide recommendations, process improvements, and/or corrective action plans, as needed.

  • Provide daily, weekly, and/or monthly activity reports to management regarding training activities conducted, as needed.

  • Evaluate the laboratory workforce (contractors and Co-Ops) capacity, and determine gaps/weaknesses, training needs, and career development opportunities (in conjunction with PMT/Leads); develop a strategic plan to build and sustain workforce capacity and ensure ability to rapidly scale up in response to future pandemic threats or large-scale emergencies.

  • Lead and/or support DHS efforts to build a resilient workforce and engage laboratory personnel by creating opportunities for connection, cohesion, and other team-building activities among staff.
    • Assist with recruiting, hiring, and on-boarding new hires, as well as special assignments, as needed/assigned.

Position Minimum Requirements/Qualifications:

Minimum of a Ph.D. or Master’s degree from an accredited university in microbiology, molecular biology, or related course work in biological sciences with at least two (2) years of post-graduate laboratory bench experience, utilizing PCR, quality assurance/quality control methods, biosafety/biosecurity, aseptic techniques, and biological assays, and at least two (2) years of experience serving as a Laboratory Trainer or Team Leader of a laboratory team/project. Bachelor’s degree from an accredited university requires five (5) years of post-graduate laboratory bench experience, utilizing PCR, quality assurance/quality control methods, biosafety/biosecurity, aseptic techniques, and biological assays and at least two (2) years of experience as a Laboratory Trainer or Team Leader of a laboratory team/project.

  • Biological Safety Level (BSL)-3 experience is desirable.

Personnel supporting emergency response events must be available to travel to the designated location within 72 hours of notification by the COR.

Additional Desired Position Qualifications include:

  • Experience with laboratory training in a public health environment
  • Experience with organizational, program, and personnel development, particularly as it relates to workforce surge capacity, training, or leading teams conducting molecular biology bio-detection methods
  • Proficiency in Office 360, Webex, Microsoft Teams, CostPoint, SharePoint, and/or Workday
  • Ability to work a flexible work schedule and travel to off-site locations, as needed
  • Experience with government contracts, processes, and operations
  • Strong problem-solving, presentation, communication (oral/written), and organizational skills
  • Experience with preparing statistical reports, utilizing spreadsheets, graphs, charts, etc., as well as maintaining tracking systems to collect, evaluate, and interpret complex information, communications, and data
  • Understanding applicable training systems/processes to optimize training effectiveness and facilitation
  • Experience with identifying and adopting best practices to meet diverse learning styles and needs to achieve established learning objectives (e.g., successful Demonstration of Capability completion, personnel engagement)
  • Understanding the appropriate metrics used to evaluate learning effectiveness and their implications for enhancing the learning process
  • Administration of and/or training event coordination activities, change management, program planning, and evaluation with a focus on quality improvement and building resilient teams
  • Experience with resource identification/prioritization and assessing the training needs of personnel and associated costs for training needs
  • Experience related to supervisory skills, including mediation and conflict resolution skills and knowledge of disciplinary personnel actions
