CDBG Division

This is a temporary remote position associated with one-time federal funding under the CARES Act. The position is estimated to be filled through approximately December 2022, with possibility of extension subject to federal fund availability.

GENERAL DESCRIPTION:

Performs complex (journey-level) consultative services and technical work in the planning, development and implementation of the Community Development Block Grant program (CDBG-CV) funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Work involves planning, developing, and implementing the CDBG-CV program and providing technical assistance to program staff, organizations receiving funds, or the general public. Work is performed under the direction of the Director with general oversight by the CDBG CARES Manager and with moderate latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to the CDBG-CV program.
  • Assist management in developing and implementing a rental and/or mortgage assistance or public service program with subrecipients throughout the state of Texas.
  • Reviews applications, information and questions submitted by applicant organizations to ensure program requirements are met, assists in performing previous participation reviews and draft correspondence to program applicants relating to deficiencies.
  • Assists management in developing policies, rules, or regulations; coordinates guidance provided to staff and the community regarding contract administration, compliance, policies, and procedures; and resolves related issues and concerns.
  • Develops and reviews program forms, tools, marketing and training materials and guidelines.
  • Reviews information submitted by participating organizations to ensure that household income and activity eligibility requirements under the program are met for one or more CDBG activities.
  • Ensures subrecipients’ compliance with conditions of contract by reviewing contracts, expenses, activities, and federal and state regulations.
  • Provides training, technical assistance and guidance to organizations receiving CDBG-CV funds.
  • Coordinates and/or maintains files and records and prepares reports related to program activities.
  • Reviews monthly performance reports and requests for funds from participant organizations and may compile consolidated results from such reports and request.
  • Performs related work as assigned.
  • Travel as required. Approximate travel is 10%.
Qualifications

EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university with major course work in public administration, business administration, or social services is generally preferred. Experience or education may be substituted for one another on a year for year basis with a minimum of two years of relevant experience required.
  • Experience in planning, researching, training, reviewing documents, or project management.
  • Strongly Preferred: experience working with a HUD, CDBG, rental or mortgage assistance or public service program.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to provide guidance to others.
  • Ability to interpret and implement local, state and federal laws relating to the program area.
  • Individual needs a high degree of capability for reviewing and evaluating relatively complex materials.
  • Ability to establish and maintain effective working relationships with coworkers, state agencies, local government officials, nonprofit organizations, and the general public.
  • Proficient knowledge and skill in the use of Microsoft Office including Word, Excel, PowerPoint, Outlook, Smartsheets and Teams.
  • Skills in providing excellent customer service to both internal and external customers.
  • Excellent verbal, interpersonal and written communication skills. Ability to speak to the public and organize and produce cogent presentations.
  • Ability to set priorities, organize workload and adapt to changing deadlines.
  • Must be able to work remotely and come in to the office as needed.
  • Must be willing to work overtime.

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 15 pounds. Must be able to push and/or pull up to 15 lbs.

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
