Job Description

Summary: The Talent Acquisition Specialist is responsible for achieving staffing objectives for the company and building and promoting the company’s employment value proposition. This is achieved by recruiting and evaluating job candidates, advising managers, developing local and national recruiting plans, employing traditional sourcing strategies and resources and developing new, creative recruiting ideas. The Talent Acquisition Specialist works under the Senior Director of Human Resources and in strong collaboration with business partners, implementing corporate wide talent acquisition strategies.

Essential Duties and Responsibilities:

  • Establishes recruiting requirements by studying organization plans and objectives; meets with managers to discuss needs to efficiently and effectively fill or identify open or needed positions.
  • Leads and develops a recruiting and interviewing plan for open positions; conducts regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
  • Works in collaboration with the Senior Director of Human Resources to analyze recruiting and turnover trends; assists in identification of root causes and provides solutions to improve work force retention.
  • Builds and manages relationships with applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits.
  • Identifies and documents applicant requirements by reviewing established job description and job qualifications; conducts prescreening interviews with applicants, determines applicant qualifications by analyzing responses; comparing qualifications to job requirements.
  • Attracts applicants by posting job advertisements, contacting recruiters, using newsgroups, and job sites; develops and performs presentations to increase company exposure and maintains rapport with referring and other external agencies; attends and organizes job fairs; developing a pool of qualified candidates in advance of need.
  • Improves organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits and perks.
  • Evaluates applicants by discussing job requirements and applicant qualifications with managers, interviewing applicants on consistent set of qualifications. Partners with Senior Director of Human Resources, to ensure interviewing criteria, processes and questions from legal and organizational perspective are met.
  • Coordinates management and applicant schedules to arrange interviews; arranges travel, lodging and meals when appropriate; escorts applicants to interviews; arranging community and facility tours.
  • Updates and maintains reports such as requisition reports; performs additional administrative duties and recordkeeping as needed. Applies proper maintenance techniques to MTC websites and job postings to ensure all information is current and up to date.
  • Applies knowledge of current legislation to enforce recruiting and hiring regulations with managers to avoid legal challenges; may conduct training on interviewing/selection techniques or processes.
  • Participates in educational opportunities; reading professional publications, maintaining personal networks, and participating in professional organizations to stay abreast of new policies, protocols and legal rulings and precedents.
  • Assists Human Resources to manage new employee relocation by determining new employee requirements, negotiating with movers, arranging temporary housing, and providing community introductions.
  • Responsible for developing recruiting and advertising content.
  • Facilitate the hiring and onboarding process by assisting in interviewing and selecting employees; preparing and sending offer or orientation packages; performing reference, background and drug screening checks.
  • Assist in the maintenance of all pertinent applicant and interview data in the Human Resources Information System (HRIS).


Other Duties and Responsibilities:

  • Other duties may be assigned to fulfill MTC’s objectives and/or job duties and requirements may be changed as needed to meet current and future business needs.

Knowledge, Skills & Abilities: The employee must have strong oral and written communication skills in English and have intermediate math skills in order to calculate proportions, analyze data, trends and forecast employment needs. A Bachelor's degree from four-year College or university is preferred. A minimum three years’ experience in Recruiting is required. Previous experience in a union environment is preferred. Prior management experience a plus. Previous experience with applicant tracking systems and an HRIS/HCMS is required. Must demonstrate proficiency with navigating MTC’s HR systems within 90 days of hire. Must be comfortable with and able to navigate third party vendors’ databases and programs.


Work Environment: The work environment is indoors in an office setting. The floors may be carpeted or tiled.


Work Hours: The work schedule is 5 days per week, 8 hours per day. Initial start time may vary, with work hours typically from 8am-5pm. Work hours and shifts are subject to change depending on operating business conditions and needs.


Physical and Mental Demands: Sedentary, exerting up to 10 pounds of force occasionally, or negligible amounts of force frequently, to move objects. This job also requires constant sitting. Constant use of the upper extremities is required to reach, handle, and position tools and equipment. The employee must know and follow proper safety protocols, MTC grooming, hygiene, and dress code requirements; able to efficiently use Microsoft Office Programs and HR data systems to retrieve information, generate documents, organize travel schedules and coordinate meetings. Knowledge of current employment law and the ability to apply it to recruitment and hiring scenarios is mandatory. The employee must also be able to maintain and preserve confidentiality of company, employee and candidate information. Advanced communication skills over multiple applications (phone, in person, email correspondence) is required. Travel may be required up to 10% annually.
