Job Description
DutiesSummary

The position is located in the Service Transition Division, Office of Consular Systems and Technology, Bureau of Consular Affairs, Quality Management Branch (CA/CST/ST/QM). QM is responsible for the independent validation and verification (testing) of custom-developed applications, systems/software and Commercial off the Shelf (COTS) products for CA. QM is also responsible for the creation and maintenance of CST’s non-production development and quality assurance environments.


Responsibilities
  • Supervises and oversees all activities necessary to support the Service Transition (ST) Division’s overall mission and the Branch's portfolio
  • Proposes long-range plans and milestones for Branch projects and initiatives that incorporate innovative solutions that are tailored to the specific needs of the Branch
  • Oversees the efforts of Branch staff in ensuring the rigorous application of information security /information assurance policies, principles, and practices to the development and delivery of Branch products and services
  • Interacts and coordinates with other CST units to define quality management needs . Develops plans and milestones for quality management programs, projects, and initiatives that meet the organization’s needs

    Qualifications

    Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

    Applicants applying for the GS-14 grade level must meet the following requirements:

    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    • Experience in independent verification and validation (IV&V) process and activities
    • Experience in cyber security techniques, policies, and requirements for information security solutions
    • Experience in secure software development and cybersecurity testing tools and techniques
    • Experience in acquisition processes and regulations, and budget formulation
    • Experience in large scale project management

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

    In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
    • Ability to adjust to change, work pressures, or difficult situations without undue stress;
