This position is located at Department of Housing and Urban Development, Asst Secretary for Fair Housing and Equal Opportunity.

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Supervisory Equal Opportunity Specialist, you will:

  • Supervise daily operation of the Intake Branch, and be responsible for overall management of the Branch's case load, which includes: timely recognition and pursuit of situations that require prompt judicial action; directing all aspects of the intake and assess processes for inquiries, claims and complaints ensuring that jurisdictional complaints are assigned for investigation/conciliation; providing assistance and direction to subordinate staff during their work which may include intake, assessment and/or investigation of complaints, preparation of investigation plans, investigative research, the timely collection of information and evidence, the timely and accurate analysis of information and evidence, timely preparation of final investigative reports, and all other duties related to the satisfactory completion of the investigative process.
  • Serve as the primary point of interaction for the receipt of complaints for dual processing with state and local FHAP agencies in the jurisdiction of the Regional Office and provide technical assistance and training to correct problems, as necessary.
  • Supervise the processing of discrimination complaints, which involves the investigation and conciliation of individual cases as required under Title VI, Section 504, Section 109, the Americans with Disabilities Act, and the Age Discrimination Act.
  • Implement an administrative operating mechanism for the Branch for the delivery of services, budgets, personnel, travel, training, program accountability, and related administrative matters including managing staff functions in the Branch.
  • Plan, coordinate and review the work of subordinates. Interview candidates for vacant positions; make recommendations for selection, promotion or reassignment; plan and assigns work; counsel employees on work problems or methods; resolve complaints or informal grievances; evaluate job performance, identify training needs and recommend appropriate courses; recommend disciplinary measures as appropriate; approve leave.

    QualificationsYou must meet the following requirements by the closing date of this announcement.

    Specialized Experience:
    For GS-14 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience requires experience in the following:
    • Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND
    • Experience in managerial techniques, human relations and skills to effectively address a wide variety of employee, stakeholder, and client issues.; AND
    • Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes.

    For GS-13 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience requires experience in the following:
    • Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND
    • Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: experience testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes.

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
