THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a STRATEGIC PLANS AND TRAINING OFFICER, Position Description Number D1890000 and is part of the MD JFHQ G3, National Guard.


Responsibilities

Serves as the primary staff director for developing joint integration plans, joint training,
joint Professional Military Education and exercise programs, and to develop the action plans
to implement approved joint strategies for the department. Provides direction and
oversight of the planning for stationing and implementing approved joint force
development, supporting operational planning, evaluating and disseminating joint doctrine,
developing and managing education and professional development, training exercises,
readiness, and assessment. Plans, and coordinates joint exercises. Responsible for
development of the State long- range force integration plan. Analyzes the management of
the State Force Integration Program. Analyzes information provided on conflicts identified,
substantive changes and doctrinal issues, and the recommended courses of action.
Provides JFHQ-State input to Combatant Commander's war plans, with emphasis on
homeland defense/homeland security. Assists local, state and federal government and
other agencies in the preparation of supporting plans. Plans, coordinates, and conducts
joint exercises to facilitate joint and interagency operations. Plans, conducts, and evaluates
JFHQ-State joint professional and technical training programs. Serves as the senior strategic
and long-range planner and consultant. responsible for developing the Joint Force Headquarters-State
view of the future Coordinates and oversees development of measurable strategic timetables, goals,
objectives, and milestones implementing instructions, local plans, policies, and programs.
Evaluates and recommends planning strategies to develop, implement and sustain the Joint
Force Headquarters Strategic Plan. Develops performance measurement tools and data
collection methods for continuous monitoring of operational data. Ensures strategic planning
evaluation and assessments adequately and effectively address. operational requirements for
continual process improvements Prepares briefings and correspondence and distributes
command policy and guidance on the strategic planning process. Compiles, performs,
publishes, and oversees a comprehensive analysis for each future program to prevent
duplicate use of resources. Reviews Department of Defense (DoD), Department of the Air Force (DAF),
Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air
National Guard (ANG) and other agency planning documents. Conducts statewide analysis for
strategic planning, re-engineering issues, and program integration. Synchronizes and integrates
strategies with Combatant Commanders, NGB, other services, supported federal and state agencies,
and the federal response plan. Engages and works with directorate strategic planners and functional
management teams to ensure proper planning and analysis for future force structure activities. Adjutant
General and Chief Joint Staff requests and prepares executive summaries, information papers and briefings
for internal and external audiences. Provides oversight on the coordination and administration of activities and programs
which integrate military and non-military agencies and international programs as directed
by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate
tasking authorities. Provides oversight of state partnership programs and other
international partnership activities. This include planning and coordinating visits of foreign
delegates to the state; coordinating documentation required to support international
visitations; and planning and coordinating activities between the JFHQ-State and supported
countries. Provides support to: the Combatant Commanders Theater Security Coordination
Plan; support for the Ambassador's Mission Performance Plan and Country Campaign Plan;
and foreign liaison guidance and assistance to TAG, JFHQ-State, and subordinate elements.
Ensures standardized Interagency/Intergovernmental coordination processes with non federalized
(Title 32) National Guard across the state.
Performs other duties as assigned.

    This position is open to Maryland Army Or Air National Guard Members only

    This is an indefinite position NTE 24 months and is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3) If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her USERRA rights, this position may be converted to a permanent status without further competition. If you are an Onboard Federal Technician of the Maryland National Guard this position may be temporary promotion NTE 24 months. You may be returned at any time to the position from which temporarily promoted, or to a different position of equivalent grade and pay. If the military tour member, having reemployment rights to this position. This position may be converted to a permanent status without further competition if the incumbent does not exercise their reemployment rights.
    This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Participation in direct deposit is mandatory.

    1. Must be able to obtain and maintain the appropriate security clearance of the position.
    2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
    4. May occasionally be required to work other than normal duty hours; overtime may be required.

    6. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. SECURITY + OR EQUIVALENT 8140 CERTIFICATION REQUIRED WITHIN SIX MONTHS OF APPOINTMENT

    Qualifications

    Military Grades: MDARNG or MDANG Officer O1-O4

    GENERAL EXPERIENCE: Experience, education or training in managing or directing,
    one or more programs, including appropriate supporting service organizations.
    Supervisory, managerial, professional or technical work experience and/or training
    which has provided knowledge of management principles, practices, methods and
    techniques. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE: Must have at least 36 months experience analyzing problems,
    identifying significant factors, gathering pertinent data and recognizing solutions;
    preparing reports, plans, policies and various correspondence; evaluating objectives
    and develop plans to facilitate the availability and effective utilization of various
    resources; Must have knowledge of the organization and its mission and utilized the
    organizational staff procedures. Experience applying analytical and evaluative
    techniques to issues or studies concerning the efficiency and effectiveness of program
    operations carried out by administrative or professional personnel, or substantive
    administrative support functions.

    Length of time is not of itself qualifying. Candidates'
    experience should be evaluated on the basis of duties performed rather than strictly on
    the rank of the individual; however, established compatibility criteria/assignments must
    be followed. The applicant's record of experience, training, and education must show
    possession of the knowledge, skills, and abilities needed to fully perform the duties of
    the position to be filled.

    planning systems and procedures; active duty and reserve component forces in and around
    the state; and interface with other commands to develop, update, coordinate and
    implement long-range strategic plans, master plans, and programs.
    • -Ability to conduct detailed review, analysis, and evaluation of various plans, studies,
    trends, reports, legislation, capabilities, planning and policy directives, operational
    requirements, etc., to access and determine the impact on NG missions.
    • -Knowledge of the policies, requirements, and procedures in order to analyze and
    determine the National Guards short, mid, and long-range strategic plans and policies
    requirements regarding: war fighting, theater security cooperation, international relations,
    federal and state homeland security, and civil support missions.
    • -Knowledge of and skill in planning and coordinating joint exercises, in order to facilitate
    joint and interagency operations. Coordination is with National Guard, Reserves or active
    duty components within the state or in neighboring states.
    • -Knowledge of and skill in planning, conducting and evaluating Joint Staff professional and
    technical training programs.
    • -Knowledge of policies and requirements for the development and analysis of the State
    long-range force integration plan in order to integrate new doctrine and force structure
    while still maintaining acceptable readiness levels.
    • -Knowledge of automated data systems to maintain information.
