The Northrop Grumman Information Solutions and Services (ISS) Division of Northrop Grumman Defense Systems Sector is looking for an experienced and motivated Staff Contract Administrator to join our team of qualified, diverse individuals. The selected candidate may support the team remotely as a full-time teleworker. Within the ISS Contracts organization, the selected candidate will act as the primary interface with customers and business partners of a variety of cross-functional areas in the administration of standard and nonstandard agreements, including, but not limited to: strategic analysis, negotiations, capture strategy, proposal preparation, finance, and internal/external customer service. Ideal candidates are generally experienced in one or more areas of the contract lifecycle or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding technology. Roles and responsibilities will include the following:
  • Provides direct contract administration (such as review and approval of contractual documents) to ensure protection of company's contractual/risk posture, satisfaction of contractual requirements, and adherence to company policies as well as working with subcontract managers to determine appropriate flow downs for subcontract formation
  • Provides proposal support to include taking an active role in managing cost proposal volumes, supporting fact-finding, and leading the negotiation process
  • Reviews and analyzes government or commercial solicitations to understand requirements and advise Program Management of all relevant contract issues
  • Ensures company proposals are fully responsive to prospective customer requirements
  • Works with International Trade Compliance to ensure program(s) adhere to all Export/Import requirements
  • Oversees contract performance by reviewing and approving contract changes, monitoring budget, compliance documents, schedules, deliverables, and recommending actions to ensure mutually satisfactory performance
  • Advises management of contractual rights and obligations and, as needed, provides interpretation of terms and conditions
  • Maintains official program records including contractual documents to include, but not limited to, correspondence with customer, Teaming Agreements, Non-Disclosure Agreements, contractual and financial management templates, and respond to company data calls for assigned programs
  • Interfaces with senior management and customer counterparts
  • Works as a team player: independent, proactive, and possesses excellent problem solving, oral and written communication, and organizational skills


Basic Qualifications:
  • Must have one of the following:
    • High school diploma or GED with a minimum of 19 years of contracts, subcontracts, procurement, or business management experience
    • Bachelor’s degree in a finance or business discipline with a minimum of 15 years of contracts, subcontracts, procurement, or business management experience
    • Master’s degree in a finance or business discipline with a minimum of 13 years of contracts, subcontracts, procurement, or business management experience
  • Must be able to travel as needed (up to 10% of the time)
  • Must have or be able to obtain a U.S. Department of Defense (DoD) Top Secret security clearance
Preferred Qualifications:
  • Familiarity with terms and conditions and/or special contract clauses such as intellectual property and indemnification
  • Experience administering task orders on Government IDIQ vehicles (e.g., GSA Schedule 70, Alliant, EAGLE)
  • Advanced skills in MS Office Suite, including Microsoft Word, Excel, and Outlook
  • Demonstrated knowledge of pricing principles and experience with multiple contracting formats, including Firm Fixed-Price and/or Cost Reimbursable
  • Advanced knowledge in understanding and interpreting the FAR/DFARs and other U.S. Federal Government contract regulations along with experience in commercial contracting
  • Proposal development and negotiation skills
  • Experience creating and delivering presentations to stakeholders and leadership
  • Demonstrated leadership, critical thinking, writing skills, and, innovative behaviors in past projects, roles, or experiences
  • Excellent organizational, decision making and communication skills that support resolution of complex problems while minimizing risk to the Corporation
  • Strong attention to detail with the ability to work in a fast-paced environment and effectively managing competing priorities and deadlines
  • Active DoD Top Secret security clearance (or higher)
Salary Minimum: $116,880 Salary Maximum: $175,320 Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
