If your passion is managing and developing staff to ensure quality care to help our clients live their best life we encourage you to apply today!Responsibilities: The Operator is a leadership position responsible for day-to-day management of multiple projects at the strategic and tactical level of the operation; examples include: funds utilization, planned versus actual performance, and resource management. Will have the responsibility for overseeing the functional operations of workforce center programs; ie. The Workforce Innovation and Opportunity Act and Temporary Assistance to Needy Families. Will develop and implement strategies to incorporate a focus on program fulfillment and operational and performance excellence. Provide policy interpretation to staff, customers, community groups and agencies. Provide leadership, accountability and guidance in handling challenging client cases and employee concerns. The position enforces LEGACY culture concentrating on superior client and customer experience.
  • Work in partnership with the Regional Director on planning and overall day-to-day operations/program development/contract management/human resources/staff development/business development
  • Develop and maintain a communications plan and keep all lines of business communities appraised of project plans and related implications
  • Provide day-to-day leadership, guidance, oversight and direction to the project in order to maximize contracted performance
  • Develop strategic plans/quality management
  • Participate in Leadership, Board Staff, and Board meetings
  • Implement project strategies that exceed top five contractual requirements including metrics, cost, and quality
  • Manage the project monitoring and evaluation system, including project indicators and outputs to develop and promote appropriate evaluation strategies for center activities
  • Coordinate quality assurance and control reviews/audits and holding those responsible accountable for all corrections in a timely fashion
  • Align company resources with project requirements and business needs of the Board staff
  • Monitor project budgets and submitting estimates for review and approval
  • Lead, supervise, and hold accountable direct reports including Program Managers and Workforce Center Managers to meet contracted performance expectations
  • Develop Center Managers and Center Supervisor to ensure success in their respective leadership roles
  • Coordinate employee training, mentoring, work assignments, performance assessment, development and succession
  • Ensure all staff are trained and assessed on funded programs, customer service, and LEGACY Principles
  • Maintain a library of knowledge and lessons learned from project activities, monitor reviews and audits
  • Ensure that all required reporting are submitted in a timely manner to the appropriate parties
  • Perform other duties as requested

Qualifications:
  • Bachelor's degree from an accredited college/university in management, organizational development project management, or business administration required
  • Five years of senior level management level experience, related to human services in the for-profit, non-profit, quasi-governmental and/or government sectors or directly related progressively responsible work experience or equivalent combinations thereof
  • Extensive knowledge with workforce development programs (i.e.; WIA, TANF/Choices. NCP, UIREA)
  • Certified Associated of Project Management, Project Management Professional, Six-Sigma certification is preferred
  • Lead other projects of comparable size and complexity, or experience in a comparable role with similar required skills
  • Management experience with small through large integrated teams
  • Excellent oral, written, listening and presentation skills
  • Superior interpersonal skills to interface with various levels of employees, management, clients, and government representatives
  • Demonstrated planning, prioritization, and problem solving skills
  • Ability to set clear, measurable goals
  • Excellent time management skills
  • Negotiates well and handles issues with diplomacy and tact
  • Detail oriented
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Demonstrated ability to interact/communicate with a diverse Executive level management, senior management, and frontline staff
  • Develop and analyze budgets
  • Lead multiple activities in several locations
  • Map processes and manage work breakdown structures, project schedules, and resources
  • Comfortable working in a high pressure environment
