Job Description

Responsible for the coordination and completion of projects across various functional areas. Provides subject matter expertise in areas including project scope definition, risk identification, project approach, resource procurement, facilitation, and other areas of expertise based on established project management techniques. Makes presentations to management on project status, project cycle, and expected results. Ensures projects are completed on time and in scope. Collaborate with vendor and service providers to advance project delivery. Will help produce optimum real estate asset utilization for the OptumCare local care delivery organization, and contribute to business success through effective delivery of real estate solutions and projects.


The Sr Project Manager (SPM)will report to the Regional Project Management Director (RPM) and is accountable to meet the needs and priorities of the Enterprise Real Estate Services team.


If you are located in Connecticut, Massachusetts, or Rhode Island, you will have the flexibility to telecommute* as you take on some tough challenges.


Primary Responsibilities:

Project Scope Definition and Management

  • Lead or contribute to the development of program or project scope statements, in consultation with RPM and all other applicable stakeholders.
  • Ensure alignment and understanding of program/project scope and objectives with the organization's strategic objectives and the Voice of the Customer, in consultation with RPM and all other applicable stakeholders.
  • Raise awareness of any misalignment or misunderstanding of project scope and objectives with RPM and all other applicable stakeholders.
  • Ensure that all impacted areas are identified, and that appropriate resources are engaged to participate in the scope definition process
  • Ensure that project scope, requirements and approvals comply with current governance guidelines and methodology.
  • Monitor scope requirements and identify scope-related gaps and issues.
  • Ensure that all project dependencies/linkages are identified and monitored.
  • Obtain agreement on project scope from RPM and all other applicable stakeholders, and ensures that required sign-offs are obtained.
  • Ensure that all project deliverables and success criteria are identified and monitored.
  • Manage project scope and objectives throughout the project lifecycle and as needed revised to meet Strategic objectives.
  • Establish, implement, and comply with change management processes to drive effective project execution.

Project Schedule and Resource Management

  • Identify project duration, level of effort, sequence, and dependencies of tasks required to meet applicable project objectives.
  • Develop and maintain detailed project plans (including resource assignments, schedules, dependencies, etc.).
  • Work with other RPM and other stakeholders to drive the identification of the skills, duration, effort required for successful project execution (e.g., resource demand planning)
  • Ensure that resources are acquired to meet project requirements, escalating to RPM for assistance where gaps exist.
  • Ensure that project schedules include all tasks and activities necessary to achieve project objectives.
  • Obtain agreement from applicable stakeholders on schedule, time management, and resource plans, and negotiate adjustment of project plans as needed.
  • Provide project direction and performance feedback to the team or their leadership throughout the project, as appropriate.
  • Monitor and report progress throughout the project life cycle, using appropriate project planning and scheduling tools (e.g., dashboards, schedules, project status reports)
  • Identify and forecast variances and trends throughout the project lifecycle to ensure that project schedules and resource requirements are met (e.g., forecasted project plans/ schedules vs. actual project status).
  • Ensure that schedule and resource changes are aligned with project scope, objectives, constraints, and risks.
  • Ensure a seamless transition from project implementation to the business (operations, facility management)

Project Financials - Management and Control

  • Collect, analyze, and maintain financial forecast information using input from applicable sources (e.g., resource management tools, risk management reports, capital plan).
  • Develop and contribute to project budgets and forecasts, obtaining approvals from RPM and and applicable stakeholders (e.g., cost/benefit analysis, capital planning, analysis/ assessment).
  • Drive/participate in the capital request process, as appropriate (e.g., presentations, cost-benefit analysis, business case).
  • Manage project budgets and ensure appropriate cost controls put in place and monitored.
  • Identify and obtain approval of procurement needs for supplemental external resources (e.g., vendors, contractors).
  • Approve and process invoices and monitor and analyze actuals against established project plans and budgets to identify variances and their causes, and communicate to RPM and applicable stakeholders as appropriate.
  • Ensure adherence to project budgeting strategies and cost management plans.
  • Conduct reviews of budget variances with RPM and applicable stakeholders to identify causes and develop options for resolution.
  • Identify and implement adjustments to project/program forecasts and budgets, obtaining appropriate approvals as needed
  • Ensure adherence to established financial close procedures and governance guidelines
Project Quality Management
  • Apply project life cycle methodology and tools (e.g., Capital Plan, Clarizen, Microsoft Project, cloud-based project management platforms) to drive project quality.
  • Establish and apply quality objectives, criteria, standards, and levels using appropriate quality management methods, with input from RPM and applicable stakeholders (e.g., key performance indicators, scope definition).
  • Ensure that all project deliverables comply with applicable standards and regulations (e.g., design guidelines, AHJ, HIPAA, ADA).
  • Monitor and document project milestones and outcomes throughout the project lifecycle to ensure adherence to established quality standards,
  • Ensure that all project deliverables are on track throughout the project lifecycle, and take appropriate action when needed,
  • Manage the proper functionality of the project (e.g., post-implementation auditing, reporting).
  • Ensure that controls are identified and operationalized to allow benefit tracking and reporting.
  • Monitor project results throughout and ensures that the project is delivering the expected benefits to the business, obtaining feedback from RPM and stakeholders as appropriate.
  • Analyze project outcomes and make appropriate recommendations to improve project outcomes and processes going forward (e.g. stakeholder satisfaction, lessons learned, project team member performance).
  • Define / implement appropriate actions to drive process improvement going forward (e.g., repeatable processes, feedback loops, cross-project improvement opportunities).
  • Ensure that new and revised project management processes and procedures are documented, updated, and approved, as needed (e.g., process flows, training guides).
Project Risk Management
  • Deploy established and make recommendations for modification of established Best Practices to reduce project risks and exposures.
  • Identify and prioritize potential risks and exposures in a timely way throughout the project life cycle.
  • Ensure adherence to established risk management approaches to identify, analyze, and mitigate project risks and exposures.
  • Develop, communicate, and implement the program, project risk/issue management plans, and strategies.
  • Develop and implement contingency and recovery plans when deliverables and milestones are missed (e.g., identify critical path, document plan for getting back on schedule)
  • Review and monitor project progress and outcomes throughout the project lifecycle to identify emerging risks and issues.
  • Analyze and ensure resolution of identified risks and issues, collaborating with and obtaining approvals from RPM and applicable stakeholders as needed
  • Communicate project risk events, responses, and results to the RPM and applicable stakeholders (e.g., project team, leadership, business partners)
Project Communications
  • Develop, document, and implement project communication plans as needed (e.g., stakeholder communications).
  • Manage and coordinate communications with all applicable stakeholders.
  • Develop and maintain the definition of project role and responsibilities; and communicate to project participants (e.g., RACI matrices).
  • Establish, develop, and maintain effective relationships with all applicable project stakeholders (e.g., project team members, team leads, internal customers, business partners, leadership).
  • Manage vendor relationships and/or obtain required contract approvals, as needed.
  • Recognize and celebrate project team contributions throughout the project.
  • Resolve conflicts among project participants using appropriate influence techniques, escalating to others as needed.
  • Provide and ensure training to applicable audiences, as needed (e.g., process training, tool usage, project management methodology, change management).
  • Develop, generate, and distribute project reports and documentation to applicable stakeholders (e.g., project status, metrics, outcomes, issues, risks, opportunities).
  • Establish and implement plans for ongoing project documentation storage (e.g., project repository management, documentation management).
  • Utilize appropriate communications tools and techniques to ensure understanding and buy-in from all applicable stakeholders

Required Qualifications
  • B.A or B.S. in Architecture, Project Management or Construction Management or equivalet experience
  • 8+ years of experience in a clinical or healthcare environment with significant project management, design, construction, and/or project planning
  • Working experience within a real estate group, professional services, or construction management firm (Planning, Projects, Transactions, Facilities, Legal)
  • Ability to work remotely in a virtual team within a matrix reporting relationship
  • Strong project level financial management (budgeting, invoicing, tracking)
  • Ability to build trusting relationships and provide fact-based support
  • Strong interpersonal and communication skills with a variety of contacts
  • Ability to prepare effective presentations
  • Deliver results through best practices and consistent service delivery
  • Proficient in Microsoft Office (Excel, PowerPoint, Project, etc.)
  • Ability to travel as required
