SCOPE: Under indirect supervision, this position is responsible for the pricing activities and cost volumes as needed for all new business proposals, change proposals and task orders in support of the government line of business at Comprehensive Health Services, Inc. Reports to the Director of Cost and Pricing. DUTIES AND RESPONSIBILITIES: The Sr. Pricing Analyst will participate in pricing & cost proposal development and provide pricing support for all phases of the proposal process. Assess RFP Cost Volume requirements – translating them into a fully compliant cost proposal. Participate in pricing & cost proposal development for new business opportunities and Contract Change Proposals. Review Government Request for Proposals (RFP) and Invitations for Bid (IFB) to determine general and specific cost requirements and ensures proposals comply with all requirements. Develops formats for cost proposal data to comply with Government and commercial customer requirements. Receive pricing data, and make recommendations on methods, procedures, and techniques for pricing proposals. Develops complex pricing models and templates. Examines and analyzes cost data relevant to labor, materials, supplies, parts, equipment, and other expenditures. Participates in strategy meetings and provides input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions. Participates in the development of detailed cost rationale and retains backup information to support the bid. Ensures price proposals are prepared in accordance with FAR, CAS applicable laws, and regulations and Corporate Disclosure Statement. Supports DCAA audits as applicable Has familiarity with Cost Volume requirements and cost-compliant proposals required. Demonstrated ability to work in a fast-paced, deadline oriented environment. Responsible for analyzing statistical and proposal data to establish recommended cost and price objectives for proposal and contract transactions with customers and suppliers. Responsible for conducting cost/price and similar statistical analyses in support of proposals, acquisitions, e.g., contractor cost proposals and contractors incurred costs. Assists proposal team in the planning and execution of new business cost proposals; including, but not limited to establishing and coordinating schedules, monitoring and problem escalation, cost/price model development, pricing cost narratives, price strategy, risk assessment, business case analysis, and preparation/presentation of management briefing. Conducts cost/price analysis consistent with the standards and guidelines set forth in the FAR, DFAR, procedures, and internal policies and procedures. Performs analysis of program budgets, schedules, and contract performance. Ensures that correct resources are identified and assigned to each task or deliverable. Supports aspects of DCAA audits. Performs analysis of costs and associated data for proposals ensuring compliance with all DCAA requirements. Communicates extraordinary costs and risks to proposal team. Ensures compliance with all contractual requirements, including administering, monitoring, reporting, and invoicing, from inception to contract closeout. Analyzes cost and budgeting patterns and projects expenditures. Maintains work area in a clean and orderly condition. Ensures safe operating conditions within an area of responsibility. Assists in the active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO and other mandated regulatory or conformance regulations/standards. OTHER DUTIES: May lead or participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems and maintain a specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements. Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training, and goals. Ensures safe operating conditions within an area of responsibility. Encourages co-workers to work safely. Identifies “close calls” and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area. Assists in the active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards. May serve on the OSHA VPP, Safety, and Wellness Committees.
