Job Description

New America is seeking a Senior Policy Analyst interested in a career in federal policy at the intersection of education, labor, and workforce development. The Senior Policy Analyst will be responsible for managing a range of federal policy initiatives and engagement alongside senior staff at New America's Center on Education and Labor (CELNA).

CELNA is dedicated to restoring the link between education and economic mobility through policies that strengthen the key social institutions necessary to connect them – public education and job training, labor protections, and worker organizations. The Center’s work spans the policy domains of education, labor, and workforce development and seeks to connect them in ways that enhance economic mobility and reduce inequality. Our goal is to forge a more holistic approach to the challenges generated from technological change - an approach that recognizes the need to equip workers of the future with the knowledge, skills, and power necessary to fulfill the terms of our social contract.

CELNA engages in both longer-term research and reacts to the policy issues of the day. Staff author blog posts, op-eds, and policy papers using original research and analysis. They also convene stakeholders around policy development opportunities and organize events designed to engage and education the public. CELNA Staff also provide technical assistance to policymakers, journalists, and education, labor and workforce leaders across the U.S., and aim to shape how policymakers and the media understand the complex relationship between higher education, vocational education, workforce development, and labor policy and practice.

The ideal candidate is intellectually curious, entrepreneurial, and self-directed. They will be able to form and advance new ideas in federal policy that connect and build upon a diverse portfolio of current and future national projects being led by CELNA. The analyst should possess a belief in evidence-based analysis, removed from partisan or ideological frameworks. Candidate is expected to ultimately be located full-time in Washington, DC.

Responsibilities:

Working with CELNA leadership and staff across the Center’s portfolio of projects to identify and effectively communicate federal policy priorities and developments.

  • Establishing a visible presence for CELNA’s federal policy priorities and contributions through regular writing, networking and strategic communications with policymakers and the public.
  • Identifying and acting on federal policy opportunities to elevate and advance the findings and lessons from CELNA’s portfolio of work.
  • Developing and managing relationships with Congressional and Administration staff, strategic partners, and external experts working on similar issues.
  • Conducting federal policy research, analysis and writing blog posts, op-eds, policy papers and other articles to support CELNA’s contributions to federal policy development and dialogue.
  • Working with CELNA leadership and staff to inform and draw out federal policy implications of the Center’s various research and technical assistance projects.
  • Providing research support and analytical contributions to CELNA staff in support of new and existing projects, including the development of resources, and other technical assistance products.
  • Establishing and managing communication with external national partner organizations and coalitions related to federal policy issues and developments.

Qualifications and Skills:

  • At least 5 years of relevant policy experience related to federal education, workforce development, and labor policy.
  • Experience working with federal policymakers in Congress and the Federal agencies, as well as researchers, advocacy groups and coalitions on developing and advancing new policy ideas.
  • Strong writing and strategic communication skills with the ability to distill complex policy issues and research findings into actionable ideas for policymakers and clear insights for the public at large.
  • Strong organizational skills—candidates should have the ability to manage a body of work that cuts across CELNA’s portfolio, balancing the need to advance longstanding federal policy priorities with the need for timely responsiveness to new federal policy developments.
  • Excellent work ethic matched by openness to feedback and collaboration.
  • Inclined to think independently and challenge conventional wisdom in education policy.
