Job Description

Position Overview:

The Senior Management Analyst will provide services for our client at the Office of Planning, Research & Evaluation (OPRE)’s Division of Data and Improvement in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). This position will support the work of DDI, specifically serving as backup and supporting the State Systems Coordinator (SSC). This part-time position will be expected to work approximately 20 hours per week.


Responsibilities:

  • Provide day-to-day backup for the SSC and covering the APD desk in the SSC absence.
  • Monitor and triage emails and manage the files in the dedicated Outlook resource mailbox, the share drive, and the APD SharePoint application.
  • Manage and track progress toward meeting immoveable deadlines for decision letters to be issued to states and issue reminders to the federal program analysts engaged in the review.
  • Monitor deadlines, send reminders, coordinate the movement of drafts, and assist in finalizing decision letters.
  • Obtain approval and signature for HHS decision letters and distribute them on behalf of the SSC.
  • Continually update each state’s project history in the multi-program APD state compendium.
  • Provide support and expert technical assistance to federal programs analysts and states regarding the Multi-Program APD submission and review processes.
  • Open actions in the SharePoint application including entering metadata (data tagging), establishing workflows and processing acknowledgement emails to the states for their APD submissions.
  • Communicate and coordinate actions with federal analysts in four programs (3 at HHS and 1 at USDA).
  • Assist Federal staff in producing written documentation and maintaining artifacts in compliance with the Division’s Records Management Plan.
  • Close out actions in the APD SharePoint application.
  • Maintain official records in the APD archive.
  • Perform other duties as assigned.

Qualifications:

  • MS or MA in relevant field
  • 5 years of experience in activities that demonstrate competence in the senior management analyst role, such as the ability to manage multiple ongoing actions maintaining keen awareness of statutory deadlines for multiple projects, while tracking ongoing actions
  • Familiarity with federal safety net programs, ideally Medicaid, child welfare and foster care, child support enforcement, food security, and a basic understanding of eligibility and enrollment processes and service delivery of programs at the state level preferred
  • Knowledge of government IT procurement practices and processes and with government contracting at either the state or federal level preferred
  • Strong organizational skills, including the ability to manage multiple ongoing actions maintaining keen awareness of statutory deadlines for multiple projects, while tracking ongoing actions
  • Strong written and verbal communication skills, including the ability to provide guidance and communicate effectively with technical and non-technical federal and state personnel engaged in the submission and review of Advance Planning Document submissions for state IT systems
    Experience with SharePoint-based applications
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), including advanced copy-editing skills with extensive experience with editing functions of Microsoft Word, formatting, and comparing and merging short documents
  • Strong attention to detail in a fast paced, deadline intensive environment
  • Ability to work across diverse teams and projects from multiple programs and agencies
  • Demonstrated ability to work independently with minimal direction and guidance
  • U.S. Citizenship is required
