Summary:
Under supervision of the GIS Director, the position supervises and is responsible for complex research/data analysis, application development/programming, and overall technical support of the County's Enterprise GIS (Geographic Information Systems). The position manages assigned department projects, and provides technical leadership/coordination within a team of technical GIS and related staff.

Essential Duties and Responsibilities

Basic Duties and Illustrative Tasks:

  • Supervises the compilation and integration of cartographic data from a wide variety of sources for inclusion in the County's Enterprise GIS.
  • Supervises the creation and edits of geospatial data, using GPS and digitizing techniques; creates and edits maps, integrating a range of data formats and scales.
  • Performs data conversion, data transfer, ETL, and graphic production to support County's enterprise level GIS projects.
  • Provides a leadership role for field related GPS / Mobile based projects
  • Responsible for tabular database updates, analysis and reporting to ensure data quality
  • Responsible to develop and maintain mobile mapping applications designed for field data capture or analysis.
  • Responsible for publishing web maps, model workflows, generate and analyze statistics from the enterprise GIS database.
  • Supervises methods and principles relative to a stable GIS operation
  • Directly supervise and support assigned enterprise GIS layers and other data assets
  • Implements quality control measures to protect the integrity and accuracy of the enterprise GIS including structure and completeness.
  • Maintains technical knowledge, skills and abilities for state-of-the-art cadastral mapping through professional education and training, publications, and networking among the GIS community.
  • Provides custom analysis and automation by application development/programming and scripting.
  • Other duties as assigned

Required Knowledge, Skills and Abilities

Minimum Experience and Training:

  • A Bachelor's degree in Geographic Information Systems (GIS), Computer Science, Geography or related discipline with an emphasis in Geographic Information Systems.
  • Minimum five year practical experience with GIS technologies
  • Project management skills including management of GIS related projects
  • Experience with various spatial datasets and applications using ESRI's ArcGIS suite of desktop products including Modelbuilder and Python scripting
  • Experience providing training, presentations or seminars

Minimum Qualifications

Required Knowledge, Skills, and Abilities:

  • Knowledge and understanding of GIS principles, systems, and technologies
  • Working Knowledge of HTML5, JavaScript, Python and Web development
  • Knowledge of cartographic, geographic, statistical and mathematical theory
  • Knowledge of databases such as Access, Oracle, SQL and ArcSDE
  • Ability to write custom scripts for automation and analysis using Python
  • Working familiarity with ESRI's ArcGIS Desktop 10.x, AGOL,
  • Knowledge of the principles, practices and techniques for property assessment, property subdivision considerations and other planning workflows.
