OVERVIEW

Caribou Thunder is seeking a Resource Analyst Level 3 to support the Sponsor Mission Center (MC) that conducts high quality, impactful, and secure operations, and analysis to inform policy makers and advance US priorities. The MC partners with other Mission Centers and Directorates across Sponsor Organization, Community counterparts, and the US military. Organizationally, the MC is comprised of a Front Office, Operations, Analysis, Digital Innovation, Science & Technology, and Support lines of effort, with two Departments which each have multiple Branches within them.


RESPONSIBILITIES


Work as a member of the MC Resource team to engage with the branches independently.


Responsible for resource management requirements associated with allocating funding to field locations and HQS-based Departments, monitoring, and responding to internal communication traffic.


Function as the focal point for payments, field funding requests, and Subsidy Approval Documents.


Key role in preparing internal resource decisions, including formulating, justifying, and defending the Center’s budget requests and preparing, coordinating, and submitting responses to formal resource data calls, including the annual Congressional Budget Justification Book, supplemental funding requests, and a variety of ad-hoc tasking's.

Assist in preparing supporting documentation for the budget exercises, requests for reserve release, supplemental and reprogramming; performing operational, short- and long-term trend analyses; and preparing briefings on programmatic activities.


Assist in developing, preparing, and coordinating programmatic budget plans and submissions. Support budget formulations by having experience with and understanding of program reviews, investments, trade space, Land & Structures activities.


Work collaboratively to locate, collect, and interpret relevant cost data to identify potential savings for the Sponsor mission; employ program analysis techniques to highlight critical budget, schedule, and performance risk factors, propose alternative value-added mitigation solutions and develop a historical understanding of the programs. Work includes using decision support tools, models, and methodologies and interpreting the results to meet mission requirements.


Support the development and coordination of the MCs input to the CBJB, investment requests, and supplemental resource requests that are consistent with MC priorities.


Coordinate and collaborate across the Mission Center and other functional areas of the Sponsor Organization such as human resources, financial resources, Working Capital Fund expenditures, and contracts.


Coordinate budget formulation planning activities and monitor execution of current year budget in accordance with program guidance.


Assist in the preparation of materials to defend program inquiries.

  • Prepare and deliver financial management presentations, regular execution updates, spend plan status, short term forecast plans, and daily trend analysis as necessary.
  • Prepare monthly status reports in support of management's budget meetings.
  • Provide sound advice to the customer based on accepted analysis practices.


Coordinate with mid-level management, and keep senior management apprised of any budget issues that could impact the mission.


Facilitate budget-relevant communication at all levels, providing data to inform COTR interactions with Contract Officers and senior Management. As Customer Office's operations are funded by multiple sources and will work across Directorates directly with Resource Analysts in the other areas.


QAULIFICATIONS

Demonstrated ability to multi-task under tight deadlines in an ambiguous environment to deliver technically accurate information.


Demonstrated ability to analyze complex issues/data and formulate and recommend well-reasoned plans of action to senior leadership.


Excellent writing skills to clearly express the program and request resources in the CBJB

reprogramming, and responses to Questions for the Record (QFRs).


Outstanding interpersonal and team skills, including the ability to negotiate reasonable compromises among a diverse group of stakeholders.

Strong writing skills, including the ability to draft, coordinate and deliver, products that are clear, concise, accurate, well-structured, address interdependencies, and are tailored to customer needs.

Excellent judgment, tact, and ability to effectively interact with senior Sponsor leadership.


Prior resource management experience, including understanding of the budget cycle and experience in formulation, review, and execution year activities.


Familiar with the Sponsor Organization and MC organizational structures is desired.


Knowledge of corporate portfolio concepts and principles.


Experience with strategic planning and/or portfolio management framework.

Working knowledge of business systems, tools, and methodologies to assist with program analysis (Advanced skills with Excel, Word, PowerPoint.).


Demonstrated experience developing budget requests, monitoring execution, recommending adjustments, and conducting prioritization exercises.


PREFERRED QAULIFICATIONS

Prior experience with Sponsor Budget System, Accounting System, Procurement System, Travel System, internal communication systems, and coordination/release practices.


Comprehensive knowledge of Sponsor Organization and Sponsor Community.


Familiar with Sponsor acquisition process.


Knowledge of Working Capital Fund law, regulations, and business planning and operations.


Understanding of current Sponsor corporate governance and resource decision-making processes, including key stakeholders.

NOTE: Office will train on Sponsor specific systems if needed.


EDUCATION

Minimum of 8 years of experience in project/program management, quantitative analysis, or financial analysis.

Bachelor's Degree in business administration or a closely related field with a concentration in financial management, financial analysis, quantitative analysis, or social sciences.

Master’s Degree in quantitative analysis, financial analysis, social sciences, or MBA may substitute for two years of work experience.
