The Regional Chief Medical Officer (RCMO) is responsible for leading the region in clinical operations including center performance objectives, P&L, growth, and culture. Directly responsible for the supervision and accountability of the Center Medical Directors/Senior Medical Directors/Executive Medical Directors. The Regional CMO will collaborate with the Regional Chief Clinical Officer to select top clinical talent and develop them towards partnership and leadership positions. Also, the position serves as coach/mentor/trainer to staff providers, giving guidance in best practices and increasing overall clinical engagement/culture in the region. The RCMO will ensure the centers follow the Core Model that delivers VIP service, detect and manage high risk diseases, and reduce hospital sick days. ESSENTIAL JOB DUTIES/RESPONSIBILITIES:
  • Ensures successful clinical operations and meeting/exceeding plan region earnings.
  • Leads approximately 10-15 Center Medical Directors focused on accountability for clinical outcomes, patient growth, ownership of P&L performance and other key metrics.
  • Oversees development of center dyads to ensure centers can operate more independently without significant intervention to achieve desired outcomes.
  • Builds a strong dyad relationship and collaborates with Region Vice President to identify trends and implement corrective actions to maximize region overall operational and financial performance that leads to better patient health outcomes and attainment of membership goals.
  • Drives a positive and welcoming approach to patient care, particularly for underserved seniors with low to moderate incomes.
  • Participates in facilitated practice, Clinician’s meetings, daily standup, weekly super huddles as required to ensure best patient outcomes and team efficiency.
  • Leads standard operating procedures on High Risk Disease Detection and Management, HEDIS, CAHPS, HOS, and other evidence-based medicine.
  • Establishes and supports the development and cultivation of successful relationships with payers, specialists, the community, and hospitals, among others, and driving a social media presence locally, as part of the core responsibilities for the role
  • Monitors and supports overall region culture, responding with urgency to workplace concerns.
  • Collaborates with Center Leadership to develop an exceptional workplace environment.
  • Partners with Regional Clinical Officer to support clinical talent lifecycle to accelerate Clinical talent growth, including hiring of PCPs and CMDs, managing, and mentoring physicians, role modeling exemplary clinical leadership.
  • Supports onboarding and development of Primary Care Physicians and Center Medical Directors as needed in their initial 90-days.
  • Cultivates a uniform clinical culture, clinical values, clinical approach, incentives and performance values for clinicians across all centers in the region.
  • Performs other duties as assigned and modified at manager’s discretion.
  • Spends 80% of time focused on regional leadership and 20% on patient care.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Current, relevant, and substantial knowledge of areas related to health center licensing and operations, e.g., legal/regulatory, administrative, policy, protocols, and other clinical issues, especially within a managed care environment
  • Knowledge and understanding of mid-level supervision agreements and regulations
  • Demonstrated ability to work effectively independently and as part of a team, in collaborative settings
  • Excellent written and verbal communication skills
  • Understands and is committed to maintaining highest level of confidentiality
  • Demonstrated ability to provide leadership to staff and to build the trust and respect of patients, staff, colleagues, and external contacts

  • Demonstrated ability to utilize computer technology and to willingness to develop and adapt to the evolving technological requirements of modern medical health center practices required
  • Proficient in Microsoft Office Suite products including Word, Excel, PowerPoint and Outlook, database and presentation software
  • Required to travel within region 25% of the time, limited region/National travel as requested.

EDUCATION AND EXPERIENCE CRITERIA:
  • MD or DO in Internal Medicine, Family Medicine, Geriatrics, or similar specialty required
  • Board certification in a major primary care specialty field of practice
  • Current, valid license to practice medicine including DEA license and CPR required
  • Strongly prefer minimum three (3) years’ experience in progressively responsible administrative or management-related positions within a primary health care environment, preferably in medically needy and underserved communities and in a community health center setting
  • Previous experience supervising providers and other clinical staff is essential, with demonstrated record of success
  • Strongly prefer two (2) years’ previous experience as Medical Director or Associate Medical Director or equivalent with a Medicare or Medicaid patient population
  • Previous experience providing services and exercising leadership in a culturally and linguistically diverse setting, with demonstrated success
  • Previous experience working within a managed care environment strongly preferred, especially with experience in administrative/management capacity
