The Electric Pricing and Customer Program (EPCP) Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst I to join its Customer Programs team.

Under the supervision of the Program and Project Supervisor, incumbent independently conducts technical economic, financial and policy research and analysis and makes recommendations to senior staff and management. The Public Advocates Office is seeking a PURA I to help coordinate the Public Advocates Office's policy analysis and advocacy related to distributed energy resources (DERs), with an emphasis on the cost-effective deployment of building decarbonization, distributed generation, and energy efficiency initiatives. As a junior analyst, the incumbent will research and analyze a variety of building decarbonization, distributed generation, and energy efficiency issues, write reports, testimony and other materials, and assist with outreach efforts. The incumbent will also represent ratepayer interests in workshops, working groups, industry and stakeholder meetings, legislative hearings or in other agency forums.

Public Advocates Office, Customer Programs / Electric Pricing and Customer Programs:
The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals. The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.
The Electricity Pricing and Customer Programs (EPCP) branch section consists of two sections, Electricity Pricing and Customer Programs. The Customer Programs section advocates in Commission proceedings related to distributed energy resources (DERs) such as the energy efficiency, building decarbonization, demand response, distributed generation, and integrated distributed energy resources as well as low income programs and programs to assist customers in disadvantaged communities. The Electricity Pricing section evaluates and makes recommendation on rate structures such as Time of Use rates (TOU) and critical peak pricing.
