Job Description

What you will be doing:
The position serves as liaison between information system uses, other Informatics', and technology specialist to provide consultation and advisory services to program staff, health care providers, program managers, and other stakeholders on various data systems. Assists higher level staff in articulating programmatic informatics requirements for improved service delivery, develop information to control outbreaks, and promote policies to improve health equity in a culturally competent manner. The position will advise other staff and key stakeholders on the utilization of information, inform the disease investigations, and provide data to meet federal reporting requirements.

You will be joining an experienced, dedicated, innovative, and fun work group of 25 staff members in the HIV/STD Program and over 60 staff in the Section of Epidemiology. The working environment you can expect:
The State office is located in the heart of mid-town Anchorage; situated with views of the Chugach Range, Mount Denali (sans clouds), and the Cook Inlet. There is ample free covered parking and a modern building with a high level of building security offering vending machines for drinks/snacks, and a small café and coffee stand (currently closed due to the pandemic).

The 7.5 hour days can be flexibly scheduled during M-F. The work is conducted in the office and during the COVID 19 pandemic, telework agreements may also be considered.

To be successful in the position the candidate will need the following core competencies:

  • Technical Expertise: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solve using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.
  • Information Assurance: Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

Minimum Qualifications

A master's degree from an accredited college in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, social work, computer sciences, biostatistics/statistics, business management, public administration, operations management, education, the biological sciences, the physical sciences, or a closely related field.
AND
Two years of any combination of experience administering or providing specialized health care or public health services, programs, and/or health care information management systems support that provides the appropriate level of knowledge of the principles, practices, techniques, and theory of the relevant health specialty and/or operational area(s) associated with the position to be filled. Service as an Analyst/Programmer, Research Analyst, or similar job class may qualify if the work performed was specifically related to the collection, analysis, and maintenance of data concerning conditions of public health importance, such as incidence/prevalence of disease or injuries, social risk factors, behavioral risk factors, environmental risk factors, and/or demographic characteristics. The required work experience may also include graduate level work conducting/assisting in specialized scientific research studies related to public health.

OR

A bachelor's degree from an accredited college in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, social work, computer sciences, biostatistics/statistics, business management, public administration, operations management, education, the biological sciences, the physical sciences, or a closely related field.
AND
Four years of any combination of experience administering or providing specialized health care or public health services, programs, and/or health care information management systems support that provides the appropriate level of knowledge of the principles, practices, techniques, and theory of the relevant health specialty and/or operational area(s) associated with the position to be filled. Service as an Analyst/Programmer, Research Analyst, or similar job class may qualify if the work performed was specifically related to the collection, analysis, and maintenance of data concerning conditions of public health importance, such as incidence/prevalence of disease or injuries, social risk factors, behavioral risk factors, environmental risk factors, and/or demographic characteristics. The social sciences include anthropology, economics, sociology, history, political science, geography, psychology, and demography. The biological sciences include botany, biology, entomology, ecology, forestry, and zoology. The physical sciences include chemistry, physics, astronomy, geology, and soil science.
