This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities

The RRTP Program Manager position is administrative, supervisory, and clinical. The incumbent will design and manage programs considering and ensuring compliance with TJC, and CARF. The RRTP Program Manager is also responsible for monitoring program data to ensure effectiveness and efficiency of treatments and continuing process improvement. The Program Manager will have direct supervisory responsibilities over the clinical, training, and administrative areas of the RRTP clinical staff

Duties include, but are not limited to:

  • Responsibility for the development, implementation and management of RRTP Therapy Programs and makes decisions exercising very wide latitude and independent judgment.
  • Responsibility for ensuring the program meets VHA's Uniformed Mental Health Services Handbook requirements, VA/DoD Clinical Practice Guidelines and timely completion of all program evaluations and documents required by the VASORCC, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (TJC/CARF.)
  • Authority and oversight of administrative and programmatic resources and will deploy those resources in support of the program needs.
  • Ensures efficient operation of the organizational units and is competent in identifying and modifying inefficiencies in operations.
  • Responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served.
  • Oversees the establishment and utilization of program monitors and outcome measurements within each program using data-driven quality assurance processes.
  • Serves as the Chair for the Measurement Based Care (MBC) initiative within RRTP clinical programing to increase motivation and overall improvement in growth and mental health symptoms reduction.
  • Collaborates with other Mental Health services on a regular basis to support the Mental Health Service Line (MHSL) mission.
  • Participates in conferences/meetings with higher-ranking managers, supervisors, and staff from other disciplines or work units, and/or, as needed, with representatives of local public interest groups, congressional district offices, and employees of State and local governments.
  • Serves as the Acting Service Chief in the absence of the Service Chief when indicated.
  • Administrative knowledge of the programs, facility, and VHA organization that includes rules, regulations and policies regarding patient eligibility, screening, treatment, care, and discharge procedures, providing a continuity of services to Veterans, as well as all related matters such as Human Resources, fire and safety, environmental controls, infection control, and risk management.
  • A strong working knowledge and management of potentially serious behavior such as suicide and/or assault. Ensures staffs are trained and conduct self/other harm assessments and Suicide Safety Plans per national policy and complete required safety and security training.
  • Performs full administrative and personnel management functions for supervised staff.
  • Responsible for furthering the goals of equal employment opportunity (EEO).
  • Responsible for resource management and distribution, assessing staffing levels and needs, staff recruitment and management, space planning, and assessing equipment and technology needs.
  • Responsible for adequate staffing daily to ensure Veteran-centric program outcomes.
  • Provides clinical consultation to subordinate staff and trainees daily.
  • Provides a full range of diagnostic and evaluation services, especially in the areas of psychological evaluation and suicide assessment.
  • Provides a full range of psychological interventions consistent with training and expertise, with special emphasis on evidenced-based treatments.
  • Evidence-based treatments to be provided to Veterans individually or in group format with appropriate documentation and measurement of effectiveness and Veteran response using clinical judgment and standardized assessment instruments.
  • Develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
  • Actively participates in the Psychology Training Program Committee Meetings, and Didactics, and assists in the ongoing improvement of the Psychology Training Program.
  • Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.

    QualificationsBasic Requirements:
    • United States Citizenship - Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology); ORHave a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.     Grade Determinations
    GS-14 Level Requirements:
    Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.

    Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    • Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
    • Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
    • Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
    • Skill in managing and directing the work of others to accomplish program goals and objectives.
    • Ability to translate management goals and objectives into well-coordinated and controlled work operations.
    • Ability to establish and monitor production and performance priorities and standards.
    • Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
