Job Description

In this position, you'll be responsible for the procurement of materials, equipment and services on assigned Projects for Babcock Power Services Inc. (BPSI). This position will issue Requests for Quotation, evaluate Supplier bids, negotiate final price and Terms & Conditions, conduct analysis of current market price levels and delivery trends and issue Purchase Orders to Suppliers with the overall objective of delivering all goods and services at or below budget, meeting quality and schedule requirements.

In this role the Project Procurement Manager will coordinate with the Project Team to ensure that Suppliers have all Company drawings and documentation required to meet established project objectives. The Project Procurement Manager is responsible for the on-time delivery of purchased materials, equipment, services, engineering and QA document deliverables including Supplier adherence to contract commercial, technical and quality requirements, and resolution of disputes and coordination of required logistics. This position will also evaluate overall performance of existing Suppliers and develop new qualified, competitive Suppliers.

Essential Responsibilities:
  • Formulate a procurement strategy in support of proposal and project material, equipment and service purchases, taking into consideration cost, quality and schedule requirements.
  • Review flow-down requirements from the Prime Proposal Documents or Contract with Legal and create Special Conditions of Purchase Template.
  • Interface with Engineering and the Project Team to develop and issue Requests for Quotation. Review and evaluate Supplier bids, negotiate final price and Terms & Conditions including appropriate "flow down" of Customer terms. In conjunction with the Project Team, select Supplier to be carried in the Proposal or to be issued a Purchase Order in conformance with approved requisition. Transmit Purchase Order through established software and process.
  • Support the Proposal/Estimating Teams with current market pricing through obtaining quotes, using recent historical pricing and/or developing cost standards. Attend Proposal Bid Review Meetings as required.
  • Create, Update and Maintain Buy-Down Reports for all assigned Projects.
  • Review and analyze Suppliers' capacity/shop loading and provide delivery lead times based on current market conditions.
  • Negotiate Long Term Supply Agreements for selective commodities with the objective of ensuring delivery and volume price discounts.
  • Responsible for Supplier notifications and the timely processing of Supplier back charges and performance, schedule and warranty issues.
  • Search for new qualified, competitive Suppliers. Responsible for management of the Supplier Qualification Process for new opportunities.
  • Responsible for all deliverables from Suppliers on assigned projects, including but not limited to engineering deliverables, commercial submittals, production schedules, raw material procurement, equipment delivery, shipping preparation and quality documents.
  • Attend Project Team meetings and responsible for all Supply Management activities.
  • Conduct Supplier Kick-Off Meetings and Pre-Production Meetings with Suppliers as required.
  • Execute Purchase Order reconciliation Change Orders.
  • Execute Procurement Project Close Out Requirements.
  • Ensure all transportation requirements are coordinated with BPSI Logistics, and act as Primary point of contact for the execution of transportation.

Job Requirements / Skills, Knowledge and Abilities:
  • Five (5) years of Subcontract/Supplier Management or related professional or educational experience.
  • Engineering or Technical background is a plus. General manufacturing practices is a plus.
  • Knowledge of Boiler and Environmental Power Generation Products is a plus. Requires excellent verbal and written communication skills.
  • Travel to Suppliers, Customers and other Babcock Power Business Units, as required.
