Job Description

ESSENTIAL AREA OF RESPONSIBILITY:

GENERAL FUNCTION:

  • This position supports the Fighters & Bombers Directorate (AFLCMC/WW) at Tinker Air Force Base (TAFB), Oklahoma as a Program Manager, Senior.
  • Applies knowledge and experience in acquisition program management philosophy, policies and procedures to Air Force systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles. Manages and organizes resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as explore new approaches as applicable within the performance of these tasks.
  • Applies a full range of acquisition program management philosophy, policies/procedures, to perform a wide range of acquisition management activities in support of the existing and future AFLCMC/WW aircraft programs and platforms. Understands current Department of Defense (DoD) and Air Force acquisition regulations, guidelines and processes. Supports the acquisition program management of full life cycle requirements, subsystems and equipment. Assists with the development of documents, such as, but not limited to, Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), Performance Work Statements (PWS), Statements of Work (SOW), Requests for Proposal (RFP), Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA). Supports the review of proposals as assigned by the customer. Assists in the coordination of documentation between functional resources (to include: financial, management, procurement, engineering, and logistics) and assist with the consolidation of their inputs into common documents; assisting in planning for the accomplishment of various program milestones. Provides assistance in risk management, project management, process improvement support, and logistics support. Participates in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs). Assists in the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time, on-cost, of the Fighters and Bombers (F/B) portfolio for the US and coalition partners. Performs, as required, a non-voting, advisory role for program source selections on all acquisition related requirements. Assists in determining program progress; effectively communicate recommendations orally and in writing to higher organizational management. Applies program knowledge for developing and coordinating responses to taskers in response to internal and external program inquiries. Applies knowledge of development and test activities required to support war fighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON). Supports UON execution teams by special knowledge to recommend accelerated test concepts, minimum levels of integration required to satisfy operational need, and trade-offs among risk, schedule, performance, and cost.
  • Assists in producing or reviewing products for program office use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.   • Supports the program office during Materiel Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment, and Operations and Support phases, to include all milestone activities. When requested, supports the program office in the specific areas as follows:
  • Performs materiel solution analyses leading up to design reviews. Produces or supports development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule and performance.
  • Provides support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts. Develops, analyzes, and maintains a master integrated program schedule from concept exploration to fielding a system; employ networking software tools and capabilities to support lower tier schedule networking, network statusing, generation of network graphics, assignment of realistic durations and relationships to network elements; evaluate Contractor proposed schedules against government schedules; assess government program office schedules against schedule databases; conduct probabilistic and deterministic risk assessments on both Contractor and government schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation based software; utilize various types of scheduling software; integrate Contractor and government schedule data with the Fighters & Bomber’s Directorate schedule databases.
  • Assists with the development of Program Management strategies to include recommending, initiating, reviewing, developing, and implementing activities to accomplish Business Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraft analysis, process documentation, PWSs, Statements of Work (SOWs), Data Items Descriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans (LCMPs), Engine Life Management Plans (ELMP), Quality Assurance Surveillance Plans (QASPs), Acquisition Strategy Panels (ASPs), Integrated Master Plans (IMP), Integrated Master Schedules (IMS), Aircraft Information Programs (AIP), and Aircraft Information Management Plans (AIMP).
  • Supports the development of contract strategies, work breakdown structures and the completion of a program risk assessment to document issues impinging on milestone execution. Provides support to develop market survey requirements, the development of lifecycle sustainment plan and lifecycle cost estimates. Supports the development of executive briefings, and schedule and coordination through appropriate Air Force and government stakeholders. Updates the briefings and document meeting minutes.
  • Performs analyses to support program strategy decisions and courses of action. Provides a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. Provides inputs, draft, coordinate (with the appropriate Fighters & Bomber Directorate divisions and other government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments. Develops and collects technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
  • Supports the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing.
  • Assists in translating user requirements documents such as the Capability Development Document (CDD)/Capability Production Document (CPD) and Concept of Operations (CONOPS) into Request for Proposal (RFP) documentation for the Fighters & Bomber Directorate.
  • Supports key acquisition events and reviews as needed, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), and others as applicable.
  • Assists with the application of Program Management initiatives to include purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items. The Contractor shall assist with commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA).
  • Assists with the Automated Business Services System (ABSS), the System Management Analysis Reporting Tool (SMART), and Integrated Budget Documentation and Execution System (IDECS). The Contractor shall assist with producing documents utilizing the Integrated Budget Documentation and Execution System (IDECS).
  • Supports Commander/Director Action Group processes including but not limited to: Monthly Acquisition Report (MAR), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports (SAR) and the Senior Officer Communication and Coordination Electronic Resource (SOCCER).
  • Provides technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews. Assists in the review and analysis of prime and sub-contractor earned value management systems. Support includes the management of the action item process following each review. Supports program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.
  • Supports the process and complete Modification Proposal AF Form 1067 activities. Effort includes logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results. Provides programmatic support for the using commands’ Requirements and Planning Councils (R&PC) or similar requirements review processes.
  • Supports various program actions to include implementation of policies, processes, and tools for Capability Planning and Development. Assists Capabilities Managers in arranging and supporting High Powered Teams (HPTs) for capabilities development. Develops and implements Capability Based Planning processes for AFMC. Supports AFMC’s Capabilities Integration Panel Resources to include financial and manpower resources. Reviews capability requirements and option sets (architecture-based) to ensure the necessary interoperability and appropriate linkages to other capabilities.
  • Communicates with multiple platforms, programs, and phases as well as across multiple enterprises while assisting in integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Assists in establishing a capability architect function to ensure integrated architectures are developed and used as a standard vehicle for cross-enterprise comparison, analysis and integration. Identifies and advocates to various levels of management Air Force Operational Support (OS) capability requirements. Supports OS transformation via capability-based planning, modernization initiatives and process engineering. Supports early and pervasive integration of intelligence in force modernization efforts, from concept development through sustainment.
  • Promotes the use of Modeling Simulation & Analysis (MS&A) throughout the acquisition lifecycle process and foster the development and maintenance of common use MS&A tools useful to the Divisions/Groups/Industry. Supports command leadership and policy for modeling, simulation, and analysis to enable capability-based planning and acquisition. Accesses modeling databases and perform specific analysis.
  • Assists in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including System of Systems and Families of Systems), systems, subsystems, and equipment.
  • Supports the Directorate/Division Self-Inspection Program (SIP). Duties include, but are not limited to, preparing for the SIP inspection, distributing checklist information to the checklist POCs, developing and maintaining a checklist tracking and reporting system, monitoring checklist completion status, and recommend corrective actions.
  • Provides assistance with preparing, maintaining, updating, and reviewing the full range of test and test-related documentation to include the Test and Evaluation Master Plan (TEMP), Integrated System Test Plan, Integrated Test Team (ITT) Charter, Program Introduction Document, Statement of Capabilities and all other test plans and reports as required. Review documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations to the Government as necessary for improvement.
  • Recommends, assesses, and analyzes requirements and objectives, test and evaluation concepts, strategies, and plans. Coordinates the acceptance test procedures for the delivered items and associated plans to include, coordination of testing requirements with program office customers, contractors, and other agencies that have standardization requirements for test programs.
  • Establishes and maintains effective professional working relationships with co-workers, and customers.
  • Follows policies and procedures as described in corporate manuals and directives.
  • Attends work each day during scheduled work hours unless on approved travel or time off.
  • Performs occasional travel to contractor and customer sites, as required (see WORKING CONDITIONS below).
  • Works flexible hours, including occasional overtime.
  • Carry’s out other duties as may be assigned or requested.
  • Submits monthly status reports and other information as requested
  • Complies with requirements of the contract’s Visitor Group Security Agreement (VGSA).
  • Prepares CDRL inputs including the Task Order’s Monthly Status Report.
  • Completes required Government and PESystems training and certifications.

WORKING CONDITIONS

  • Perform occasional travel to contractor and customer sites, as required.
  • Work is performed indoors with some potential risks to safety and health hazards related to electronics.

QUALIFICATIONS:

Education/Certifications/Experience/Skills:

  • SENIOR: A Senior labor category has a minimum of 10 years of experience and a Master’s degree or a minimum of 20 years of experience and a Bachelor’s degree. A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Must obtain and maintain a government security clearance at the required level.
  • Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (Customer specified) applications.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.

Physical Skills and Abilities:

  • May require lifting up to 25 pounds.
  • Requires visual acuity to use a keyboard and monitor.
