Job Description

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. With the passage of the Climate Leadership and Community Protection Act and the Accelerated Renewable Energy Growth and Community Benefit Act, New York has codified the most aggressive climate change program in the nation with goals to produce 70% of its electricity from renewable sources by 2030; reach zero carbon emissions in the electricity sector by 2040; install 9 gigawatts of offshore wind by 2035; 6 gigawatts of solar by 2025; and 3 gigawatts of energy storage by 2030. Additionally, the law creates the Climate Action Council comprised of the leaders of various state agencies and authorities as well as legislative appointments to develop a plan outlining how the state will achieve an 85% reduction in greenhouse gas emissions from 1990 levels by 2050, and eventually net zero emissions in all sectors of the economy.

NYSERDA’s Large-Scale Renewables team, comprised of both land-based renewable energy and offshore wind, is at the forefront of this endeavor leading a focused effort to increase the penetration of utility-scale renewables for the State, including land-based and offshore wind, utility-scale solar, hydroelectric power, and other renewable resources.

NYSERDA’s Offshore Wind Team is leading the coordination of offshore wind opportunities in New York State and is supporting the development of 9,000 megawatts of offshore wind energy by 2035 in a responsible and cost-effective manner. With the development, construction, and operation of 9 gigawatts of offshore wind by 2035, New York is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities, capitalizing on a regional commitment to scale the resource. These jobs are expected to support New York wind farms as well as regional projects, and many will provide sustained career opportunities for New Yorkers for the duration of a project’s useful life, projected at 25 years.

An integral member of the Offshore Wind Team, the Offshore Wind Procurement Project Manager will be responsible for helping to design, execute, document, and report on NYSERDA’s role as the central buyer of offshore wind projects on behalf of New Yorkers via the procurement of offshore wind renewable energy certificates (ORECs) on behalf of State’s load-serving entities consistent with the terms prescribed by the New York State Public Service Commission’s Clean Energy Standard [PDF]. This position will support NYSERDA’s active 2020 solicitation and future competitive procurements associated with the goal of installing 9 gigawatts of offshore wind by 2035.

Primary Responsibilities
  • Support the design and execution of NYSERDA’s offshore wind procurement program including:
    • Solicitation drafting and issuance in accordance with the New York State Public Service Commission’s regulatory instructions and New York State policy priorities
    • Stakeholder engagement and collaboration with NYSERDA’s Offshore Wind Team to support program and policy evolution, including lessons learned through successive procurements
    • Coordinating proposal intake and the evaluation process to support rigorous, meticulously documented and defensible solicitation outcomes that are made on behalf of the State’s ratepayers
    • Coordinating and developing a procurement’s associated high profile and publicly scrutinized documentation and reporting process on behalf of the State’s ratepayers
    • Engagement and management of external contractors to support the solicitation process
  • Regularly follow similar activities and policies that inform active offshore wind programs nationally and internationally to support the cultivation of related best practices and reporting to the NYSERDA’s Offshore Wind Team and Executive, Department of Public Service and others
  • Utilize NYSERDA’s enterprise performance management systems including Salesforce and other platforms to support the solicitation process applications and produce reports
  • Collaborate with members of the Large-Scale Renewable Team and broader NYSERDA Teams to seek programmatic and systemic efficiencies relating to procurement or other offshore wind ‘origination’-related activities
  • Support the Offshore Wind Team’s engagement with stakeholders
  • Perform other tasks as assigned
Minimum Qualifications
  • 3 years of relevant experience in renewable energy markets and project development
  • Strong quantitative and analytical skills particularly in such fields as economic benefits calculations, renewable energy procurement mechanisms, and related project finance revenues including wholesale energy, capacity, and REC markets
  • Strong documentation, systems, and reporting skills with a focus on accuracy and quality control
  • Proficiency in technical writing/editing skills
  • Bachelor’s degree; an advanced degree preferred
  • High degree of personal integrity and respect for confidentiality
  • Superior organizational, time management and interpersonal skills
  • Skill in managing multiple activities, delivering on commitments and operating with speed, accuracy and strong judgment
  • Excellent MS Office skills
  • Must be adaptable, a self-starter and function well independently and in teams
Preferences
  • Experience working with regulated entities
  • Proficiency in a Spanish, Mandarin or Arabic
