Job Description

The Department of Conservation and Recreation (DCR) in conjunction with the Secretary of Natural Resources works with Virginians to conserve, protect, and enhance their lands and improve the quality of Virginia’s biodiversity, rivers and streams; promotes the stewardship and enjoyment of natural, cultural and outdoor recreational resources; ensures the safety of Virginia’s dams and protect life and property through proper floodplain planning and management.

This position reports directly to the Special Assistant to the Governor for Coastal Adaptation and Protection of the Office of the Secretary of Natural Resources Office and will reside within the Department of Conservation and Recreation.
Seeking a dynamic individual to join the team and be responsible for the oversight and project management of contract(s) and contractors related to a Request for Proposal for the development of a Virginia coastal resilience plan; including the development of a long-term strategy and prioritization process for Coastal VA. Responsible for overseeing day to day operations and coordination/communication and prioritization with contractors, reviewing data and certifying deliverables and budget, coordinating between state and local agencies and entities to support contract objectives. Review project work for conformance with authorized scope of contract, good engineering practice, code compliance and other directives. Provide inter-governmental coordination; public outreach; and consensus building.



Minimum Qualifications

Must have commensurate experience to understand engineering, planning and oversight concepts at the senior engineering / project management level for the development of a statewide coastal resilience plan.
Knowledge of coastal and or hydrographic/hydrologic engineering practices.
Ability to effectively lead, guide, and manage projects; communicate multiple priorities at a high level with federal, state and local officials;
Ability to analyze problems and negotiate positive solutions; plan and administer a complex budget; effectively address administrative issues; and exhibit a willingness and ability to work cooperatively and constructively in a senior executive team setting.
Ability to effectively engaging diverse groups and stakeholders, including access for persons with disabilities and underrepresented communities.
Experience in working with localities, planning districts, or public entities in overseeing water and coastal related engineering processes and planning, as well as project or program management of other similar large-scale (regional / state level) engineering studies or project development.
Knowledge of Virginia’s laws, regulations, policies, procedures, and programs related to coastal resilience and floodplain management. Knowledge of water management practices and land use solutions.
Knowledge of coastal policy planning development at the state and local level, and ability to organize community outreach and collaboration preferred.
Knowledge of fiscal/budget management and project tracking.
Skills in using computer software applications to manage program activities, develop reports, and analyze program effectiveness.
Ability to learn quickly, resolve issues independently, and respond in a timely manner. Ability to manage projects from inception to completion with little oversight. Considerable skill in use of office software programs.
Experience which demonstrates the ability to communicate clearly orally and in writing with staff, executives, and the public about organizational programs.
Previous work history which demonstrates proficiency utilizing Microsoft Excel to compile and calculate data and PowerPoint to develop presentations. Considerable experience drafting, formatting, and editing documents.



Preferred Qualifications

Graduation and certification from an accredited college or university in civil or environmental engineering, natural or physical science preferred. Experience with large scale, multi-million dollar contract management and oversight that includes contract compliance with procurement and legal requirements applicable in the Commonwealth of Virginia, financial tracking management and documentation.
Demonstrated experience in complex government organizations preferred
Licensed Professional Engineer or Program Management Professional Certification preferred.



Special Requirements

Overnight travel occasionally required. Telework options available. Valid Driver’s license required. Statement of Economic Interests must be completed by the successful applicant.
This position is restricted to the availability of funding in the Virginia Community Flood Preparedness Fund.
