Job Description

The Technical Project Manager candidate will utilize their technical skills to manage and support the US Coast Guard IT Services team and provide day-to-day programmatic support to the United States Coast Guard (USCG) Technical, Readiness, and Project Implementation program. The position requires direct work experience with Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems, subsystems and equipment. Design, Development, Production, Installation, and Test & Evaluation of C4ISR platforms. Managing networks, system architecture, web services, IT services, cybersecurity, or the interoperability of intelligence system collection and analysis platform or specific products, systems, and lines of business to include: supervising project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. Experience may be achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures and individual shall have written and oral communications abilities commensurate with this management role.

PRIMARY DUTIES & RESPONSIBILITIES:

  • Plan and implement enterprise level IT projects. Ensure all projects are delivered on-time, within scope and within budget
  • Assist in defining project scope, objectives and deliverables, involving all relevant stakeholders while ensuring technical feasibility
  • Define tasks and required resources. Ensure resource availability and allocation
  • Develop detailed project plans to monitor and track progress and deliverables. Share project plans with stakeholders
  • Manage changes to project scope, project schedule and project costs using appropriate verification techniques
  • Measure project performance using appropriate tools and techniques. Report project progress as well as problems and solutions to stakeholders and escalate as needed
  • Manage the relationship with all stakeholders. Establish and maintain relationships with third parties
  • Perform risk management to minimize project risks
  • Create and maintain comprehensive project documentation
  • Meet with stakeholders to take detailed briefs and clarify requirements of projects
  • Delegate project tasks as necessary. Track project performance to analyze successful completion of short and long-range goals
  • Work with technical teams to generate ideas for technical projects
  • Continuously improve the project management toolkits and methodologies used. Recommend IT strategies, policies, and procedures by evaluating organizational outcomes; identifying problems; evaluating trends; anticipating requirements
  • Develop spreadsheets, diagrams and process maps to document needs. Evaluate and assess results of completed projects
  • Meet budgetary objectives and make adjustments to project constraints based on various analysis
  • Ensure customer satisfaction through post-project debrief with clients
  • Document all estimates, project statuses, and project completion paperwork


MINIMUM SKILLS & REQUIREMENTS:

  • Ten (10) years of direct work experience with Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems, subsystems and equipment
  • Eight (8) years of direct work experience, to include: Design, Development, Production, Installation, and Test & Evaluation of C4ISR platforms
  • Four (4) years manging Enterprise Level Networks
  • Robust knowledge of Microsoft Office Suits to include Microsoft Project

DESIRED SKILLS & REQUIREMENTS:

  • Certified Project Management Professional (PMP)
