Job Description
Sierra7, Inc. seeking a Project Analyst (PA) to support the Program/Project Manager leading a diverse, adaptable development team providing full lifecycle DevSecOps approach integrates all leading industry standard practices to provide development, testing, deployment, and security and operations support for legacy, current, and future Community Care Product Line (CCPL) products in a DevSecOps lifecycle. As the project analyst, you will work closely with the PM to support the project management lifecycle activities, including schedule and cost management, communications and change management, training management, and risk management.

As a project analyst, the candidate will support using a Development, Security, and Operations (DevSecOps) methodology and Essential Scaled Agile Framework (SAFe) practices to deliver development, testing, deployment, and security and operations support for legacy, current, and future CCPL products in a DevSecOps lifecycle. The successful candidate will support the project team by organizing cross-functional, Agile teams of varying size to build and maintain a platform with capabilities to streamline systems, improve scalability, increase availability and reliability of services, and more accurately measure investments in terms of business value while enabling more efficient delivery. The Agile team(s) shall work to strengthen the CCPL by meeting and continuing to exceed Product Line Management maturity guidelines and DevSecOps and SAFe methodologies.

The Project Analyst must have knowledge to be able to gather the appropriate data that will be used to plan, analyze and evaluate the effectiveness of the project delivery. The PA must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations and support the PM in all aspects of the project, including (but not limited to) customer relations, sub-contractor partner relations, project finances, team management, schedule, risk management, process management, and overall project performance.

Position Responsibilities:
  • Support the Program/Project Manager and Team
  • Support all phases of the project lifecycle from initiation through closure, including project planning, contract management, project execution, and tracking and reporting
  • Deliver project requirements on time, within budget, with quality results that meet or exceed customer expectations.
  • Support the development of detailed project schedules, estimates, and resource plans (MS Project; Primavera)
  • Produce and deliver detailed status reports and briefings, along with periodic demonstrations of developed capability, to document and demonstrate project progress
  • Proactively provide information to assist the PM to manage scope, actions, issues, and risks to ensure project success. Follow change control procedures effectively.
  • Provide meeting planning and facilitation, including project team meetings, document reviews, and client-driven meetings (e.g., Integrated Project Team (IPTs) meetings). Prepare meeting minutes and tracking action items.
  • Coordinate and monitor timely and effective completion of actions
  • Coordinate development and reviews of high-quality project deliverables using appropriate templates
  • Collaborate and interface with project stakeholders, including end users, business, VA organizations, vendors, and service partners
Required Skills and Experience:
  • Demonstrated success as a Project Analyst
  • DevSecOps experience working within a COTs environment nice to have
  • Scaled Agile Framework (SAFe) experience nice to have
  • Familiarity with ITIL nice to have
  • Familiarity with cloud technologies nice to have
  • Experience with Rally and SharePoint a plus
  • Familiarity with NIST and FedRAMP nice to have
  • Risk and issues management a plus
  • Experience assisting in the development of project plans, responding to requests for information, and developing and presenting briefings on project status a plus
  • Experience with schedule management and project support
  • Experience in creating, applying, and maintaining tools to track program, project, or task performance data, including cost, schedule, velocity, and other project metrics a plus
  • Experience developing and reviewing project documentation, such as project management plans, business / technical requirements, and other project artifacts a plus
  • Familiarity with risk and issues management
  • Strong interpersonal and client-facing skills
  • Strong oral and written communication skills
Qualifications:
  • Bachelor’s in a business discipline (8 years of additional experience may be substituted for education)
  • 5 years of relevant experience
  • Agile / SAFe certification a plus
  • SCSM or CSM a plus
  • PMP or PgMP certification nice to have
  • Experience working in VA or other Government agency [desired]
  • The ability to obtain a Government security clearance [required]
