Job Description

Program Specialist IV
Coordinates and collaborates with the Health Information Resources Branch (HIRB) staff in program planning, development, implementation, analysis, and documentation of data release procedures, specifically: Ad hoc data requests, Internal Review Board (IRB) applications, Committee on Requests for Personal Health Data (CORPD) applications, Data Use Agreements (DUAs), contracts, and Memorandum of Understandings/Agreements (MOUs/MOAs). Supports the HIRB programs in review of data request applications. Serves as primary coordinator and point of contact for HIRB IRB and CORPD applications. Serves as primary point of contact for programs, Office of General Counsel (OGC), Vital Statistics Section (VSS) and DSHS Contract Management Section (CMS) during the creation and implementation of IRB CORPD applications as well as DUAs, contracts, and MOUs. Reviews data requests applications for completeness and tracks them through the data request process. Reviews data release operations, identifies areas needing change, and develops plans to improve release of HIRB data. Coordinates the marketing of data release procedures and provides technical assistance and clear instructional materials to parties interested in receiving HIRB data.

Essential Job Functions:
EJF 1: 40% Collects, organizes, analyzes, and prepares materials in response to HIRB data release requests. Tracks progress of HIRB data release requests. Serves as primary coordinator and point of contact for HIRB IRB and CORPD applications. Processes IRB and CORPD applications. Serves as primary point of contact for OGC, VSS and CMS during the creation and implementation of HIRB DUAs, contracts, and MOUs. Supports the HIRB programs in review of these data request applications. Coordinates HIRB email box to fulfill these roles.
EJF 2: 25% Reviews data release operations, identifies areas needing change, and develops plans to improve release of HIRB data. Coordinates the review and evaluation of data release methods, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems. Calculates and disseminates performance measures related to HIRB data releases. Utilizes performance measures to recommend appropriate operational and process changes. Utilizes software programs necessary to document and track performance measures, such as Microsoft Word, Excel, and Access.
EJF 3: 20% Coordinates the marketing of data release procedures to community and professional groups to encourage interest in accessing HIRB data. Develops clear and understandable program policies, procedures, standards, and manuals for data release procedures. Provides technical assistance to parties interested in accessing HIRB to ensure proper navigate of release procedures.
EJF 4: 10% Conducts training and provides guidance to staff and data requestors in the development and integration of new data releases methods and procedures. Designs and implements requestor instructions and other supporting materials, including webinars and video tutorials.
EJF 5: 5% Other duties as assigned.

Initial Selection Criteria:
Undergraduate degree from an accredited four-year college or university with major course work in a field relevant to the assignment (e.g. epidemiology, economics, sociology, psychology, demography, health communications), or related experience. Experience writing and evaluating technical documentation. Experience coordinating projects, tracking progress, and providing feedback. Experience using common database and spreadsheet software, and in communicating with stakeholders.
