Department of Emergency Medicine has an outstanding opportunity for a Program Operations Specialist.

The University of Washington’s Department of Emergency Medicine within the School of Medicine has a workforce of over 170, with 90+ faculty members who are known for their outstanding research, teaching and patient care. The Department conducts its activities at the Harborview Medical Center (HMC), UW Medical Center-Montlake, UW Medical Center-Northwest, with research sites located at multiple sites across Seattle.

The Department of Emergency Medicine has an opportunity for a full time Program Manager. This position is instrumental in leading day-to-day operations for the Section of Population Health and the FOCUS project, an ED-based HIV and Hepatitis C screening program that exists at Harborview Medical Center, UWMC-Montlake and UWMC-Northwest. This role will work with the Section Head of Population Health and other Section faculty to manage all programs and initiatives within the Section. Specifically this role will be accountable for independently managing the FOCUS program, coordinating program timelines and deliverables, working with a designated data analyst to obtain appropriate data monitoring, and for developing and implementing protocols intended to facilitate patient linkage to outpatient services. Additionally, the selected applicant will be work with key internal and external stakeholders to create and implement a wide array of programing that focuses on meeting the needs of our vulnerable and underserved patients.

RESPONSIBILITIES:

Section Management (60%)

Within scope of the Section of Population Health:

  • Guide program direction and create project timelines and deliverables for PI; track and manage timelines.

  • Collaborate with PI and department grant manager to ensure all program spending are within budget; manage program spending; track program spending and subject compensation; purchase program supplies as needed; work with administrative support to process reimbursement for program expenses.

  • Manage and track grant timelines to ensure resources and attention are allocated appropriately for program milestones.

  • Collaborate with PI to create and maintain protocols, letters and other documents used for program implementation in accordance with national best practices

  • Provide training and technical assistance to team members according to established protocols.

  • Collaborate with PI, other UW Medicine faculty and staff, and outside stakeholders; coordinate, arrange and attend regular meetings with program collaborators and local stakeholders including persons from UW and outside UW.

  • Regularly review program data for accuracy, quality and completeness

  • Prepare progress reports for submission to program funders.

  • Contribute to manuscript and abstract preparation and submission.


  • FOCUS Program Management & Linkage to Care/Care Coordination (40%)

  • Lead the day-to-day operations for the FOCUS project.

  • Independently manage the FOCUS program, coordinate program timelines and deliverables, work with a designated data analyst to obtain appropriate data monitoring, and for developing and implementing protocols for patient linkage to outpatient services.

  • Supervise linkage to care activities.

  • Provide full oversight and supervise the work of the Care Coordinator (Program Coordinator); coordinate with the Care Coordinator to gather patient data and implement program timelines according to schedule.

  • Work with the PI and other stakeholders to develop a referral process for patients who are identified with new diagnoses of HIV and Hepatitis C.

  • Assist with linkage to outpatient care/care coordination at UWMC-Montlake and UWMC-Northwest Campuses. Conduct interviews and investigations that build rapport through: equitable respect, open-mindedness, and compassion to all racial, gender, and class lines.


  • MINIMUM REQUIREMENTS:

    A Bachelor's Degree in a medically related or public health field AND/OR at least three years of related work experience.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS:

  • Ability to exercise proactive decision-making skills consistent with responsibilities of position.

  • Demonstrate ability to operate with minimal day-to-day direction or oversight.

  • Accurately understand and comply with hospital policy and HIPPA regulations.

  • Exhibit strong communication, well-developed critical thinking and problem-solving skills.

  • Ability to organize and adjust to rapidly changing priorities within project; ability to collaborate and work effectively on multiple tasks with limited supervision.

  • Excellent problem solving, communication skills and the ability to work with multi-faceted team.


  • DESIRED:

  • Master’s Degree in Public Health

  • Prior experience working in public health programing, especially HIV and/or Hepatitis programs.

  • Prior experience as a Project/Program Manager with supervisory experience.

  • Proficiency with Microsoft Word, Excel, and PowerPoint.

  • Experience with report writing, particularly reports to donors and other key stakeholders.

  • Ability to work in a complex clinical environment, and to manage competing priorities and monitor/communicate project status.

  • Familiarity with healthcare providers, not for profits and government partners working in HIV and Hepatitis C in King County.
