Position Summary
The Brooklyn Park Recreation and Parks Department is looking for highly motivated, team-oriented and enthusiastic individual who has a desire to make a difference in Brooklyn Park by leading the planning, implementing and supervising the youth and family. This full-time position is critical to the city's goal of bringing opportunities to youth into structured activities designed to positively impact their development and reduce barriers to participate. It will also support family special events.
The Youth Program Specialist – will operate out of Zanewood Recreation Center independently under the general supervision of the Program Supervisor. This individual will also be a member of a results-oriented staff that works together to develop innovative service delivery methods and program focused on quality, partnerships and service to our community. This individual must be able to display cultural competency in a high pace work environment.
Essential Duties and Responsibilities
Coordinate, supervise, develop and implement programs for youth and families at Zanewood Recreation Center
- Provide on-site supervision and support programs that include direct service, relationship building, behavior management etc.
- Develop positive relationships with youth (K-6th Grade) and families attending program/events at the center and in the community
- Develop positive relationships with youth who attend afterschool and off-site programs
- Connect and develop relationships with teens and work cooperatively with Teen Program staff
- Promote, plan, implement, evaluate, and organize programs
- Understand policies and procedures to ensure safe environment exists for all participants; maintain order, complete required reports
- Assist with ongoing youth program development; gather program idea feedback from participants
- Promote programs and activities to youth in the community, at events, and in the schools
- Assist the Recreation Program Supervisor with duties
- Attend all staff development /training programs and staff meetings
- Understand, reflect, communicate and assure customers conduct themselves in accordance with policies
- Maintain order and assure patrons adhere to the policies specific to the Recreation Center and other program sites
- Assist staff with planned activities to maintain a safe and positive environment and assist with preparing materials and supplies as needed
- Be familiar with emergency and accident procedures
- Work cooperatively with all recreation program staff, administrative staff, office staff and other outside agencies
- Develop and maintain positive staff relations
- Recommend corrective actions on disciplinary issues that arise based on personnel policies
- Promote, plan, implement, and evaluate out of school time programs
- Assist in department projects and programs
- Promote, plan, implement, and evaluate summer programs and events
- Gather data and complete program evaluation
- Proficiently promote programs in partnership with the Zanewood Program Assistant through social media, technology, and communication purposes
Supervise seasonal staff and volunteers * Assist supervisor with evaluation of seasonal staff performances
- Develop and maintain positive staff relationships
- Assist with scheduling staff; monitor work schedules
- Follow personnel procedures and recommend corrective actions on disciplinary issues that arise
- Plan and lead job training for staff in YPQA
- Ability to step in and teach programs, classes and substitute for absent staff
- Interview, hire, train, on-board seasonal staff
- Assist and train staff in time card processes
Assist with additional programs offered by the Recreation and Parks Department
- Plan, coordinate, and/or attend meetings, classes or seminars
- Submit monthly reports
- Establish and maintain records management system process
- Work independently and in a team in additional program areas
Minimum and Desired Qualifications
Education
Bachelor's degree in Recreation and Parks, Youth Development, Youth Studies, Education, Human Services, Social Work or a related field, or transferrable skills.
Experience
Previous experience in youth programming and supervision
Licenses/Certifications
Valid driver’s license with a good driving record
Knowledge, Skills and Abilities
- Previous work experience with at risk youth in a recreation setting or youth services
- Previous experience working with the public, requiring tact and courtesy
- Basic knowledge of intervention and program planning
- Basic knowledge of wraparound services and social emotional learning
- Experience developing and implementing youth intervention and engagement programs in multiple settings
- Ability to provide meaningful, quality, and enriching programs for a wide spectrum of community youth
- Ability to perform a variety of planning, administrative, supervisory, and community relations work requiring independent judgment and excellent organizational skills
- Ability to foster and promote a positive teamwork environment
- Ability to communicate effectively both orally and in writing
- Ability to communicate effectively with youth
- Ability to work in a loud, noisy, active environment
- Ability to manage recreation center expectations
- Previous work experience with youth facing multiple barriers to participation
- Ability to professionally exhibit cultural sensitivity, patience, and understanding in the course of work duties
- Ability to learn and use the community resources available in critical and emergency situations
- Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction
- Ability to relate and work effectively with people from diverse cultural, socioeconomic, racial and ethnic backgrounds

Desired Qualifications
- Three (3) years of experience planning and implementing youth programs and family events
- Three (3) years of experience working in a municipal recreation department or youth program
- Previous experience working with community agencies to develop partnerships
- Previous experience working with the public, high quality customer service skills
- Previous experience using recreation registration software, like Rec Trac
- Basic knowledge of youth program planning
- Basic fiscal knowledge in the area of budgeting and tracking expenses
- Demonstrated commitment to furthering racial equity, diversity and inclusion
- Experience working or living in Brooklyn Park
- Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds
- Fluency in Spanish, Hmong, Laotian, Russian, Somali or Vietnamese language(s)
