Job Description

Northern Virginia Mental Health Institute has a new exciting opportunity for a Procurement Manager.
The Procurement Manager will provide those individuals hospitalized with serious mental illness, and those other individuals designated as care givers the Administrative and Support Services critical to the maintenance of a safe, secure environment conducive to staff efficiency and patient satisfaction.
The incumbent will serve as the Agency’s Chief Contract and Procurement Officer. He/She will plan and budget purchases, formulate procurement related policies and procedures necessary to supervise day to day operations. The Procurement Manager will direct and coordinate the centralized procurement and material handling functions for the entire Institute in-accordance-with Virginia State procurement laws and regulations.

Work Hours will be 8:00am to 4:30pm.

Minimum QualificationsPrior procurement experience
Experience with contract writing and negotiations
Must be able to lift, stoop, bend, pull, push and reach
Must be able to obtain a VCO certification within one year of employment
Preferred QualificationsBachelors degree in Finance , Business Administration, Accounting or field related to procurement
Prior supervisory experience
Knowledge of State, Local and Federal government procurement activities
CPPB Certification and/or CPPO
