Job Description
ORGANIZATIONAL PROFILE
The Mayor’s Office of Operations (Operations) works to make New York City government more effective and efficient. We’re responsible for managing and coordinating multiagency initiatives and using data to help the City make informed policy decisions and strategic, targeted investments.

The Project and Performance Management Team supports policy and program implementation across the City. We work with City agencies and offices to launch new initiatives, improve existing projects and develop cross-agency relationships and work plans in order to drive efficiency and deliver on the Mayor’s equity agenda. We also track and monitor the progress of mayoral commitments and initiatives.

JOB RESPONSIBILITIES
The Policy Analyst will provide analytical, technical and project management support for planning and implementing projects that improve the efficiency, effectiveness and accessibility of key City services.

The job responsibilities for the Policy Analyst include, but are not limited to:
  • Provide technical and analytical support by;
  • Conduct quantitative and qualitative data analysis and research in support of project goals;
  • Develop data presentations, dashboards, reports, and maps;
  • Respond to rapid requests for data analysis and reporting;
  • Provide project management support by;
  • Draft work products including project engagement agreements, governance structures, project plans, status reports and project close-out documentation;
  • Staffing meetings by drafting agendas, preparing presentation materials, compiling and sharing summary notes and scheduling;
  • Coordinate with team members and agency partners to make sure projects and deliverables are on track;
  • Act as a liaison to City agencies to track and monitor progress on a portfolio of Mayoral initiatives and commitments;
  • Undertake special projects and be expected to manage to completion.
Minimum Qual Requirements1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above. Preferred SkillsThe preferred candidate should possess the following:
  • A Bachelor’s Degree and two years of professional experience; internships, fellowships, and select volunteer experience can be counted toward the two years;
  • Strong knowledge of Microsoft Office products required, particularly Excel;
  • Experience in quantitative and qualitative data reporting, analytics, and visualization;
  • Excellent oral and written communications skills, including ability to communicate about and present data to a variety of audiences;
  • Highly organized and detail-oriented with the ability to prioritize between conflicting demands and the flexibility to meet unpredictable demands;
  • Ability to work independently and as part of a team; has initiative, persistence and a positive attitude;
  • Ability to promote collaboration and gain consensus across stakeholders with competing perspectives and priorities;
  • Ability to think creatively, embrace new approaches or technologies, and pioneer solutions to improve operational efficiency;
  • Interest in urban issues, especially New York City government and current city affairs/policies;
  • Knowledge of mapping software, particularly ArcGIS, QGIS or CARTO, strongly preferred;
  • Knowledge of data analysis software, particularly R, preferred.
Additional InformationSalary: $54,100 - $62,150*
  • for current City employees with two or more years of continuous service
