Job Description

Job Summary

Responsible for implementing and supporting projects/programs that continually improve and simplify the Accounts Payable function and supplier payment process while maintaining a high level of accuracy. Overseeing all payments for Vendors, ensure compliance to corporate policy and government requirements. In addition this role will plan, manage and administer effective and efficient payroll processes. Developing, implementing and maintaining processes/policies related to payroll data requirements. Manage relationships with external payroll service provider and other payroll related vendors. Timely and accurate processing of Employee compensation. Maintaining up to date tax compliance. Supervising Disbursement Specialist.


Essential Functions

  • Assure cross training of all responsibilities within the department between other staff in the department.
  • Plans, Coordinates and Directs activities of Disbursement Specialist
    • Trains staff as necessary
    • Organizes and directs day to day activity
    • Assures the work of Disbursement Specialist is accurate, reliable and timely.
    • Preforms annual review
  • Maintains knowledge of payroll and tax laws and regulations
  • Recommend changes in processes to ensure efficiency, accuracy and compliance with regulatory agencies.
  • Assures the Departments goals remain in alignment with the Organizations goals.
  • Processes payroll accurately and on a timely basis
  • Assures AP checks are run accurately and timely.
  • Maintains knowledge of both the AP and Payroll systems
  • Works closely with HR to assure employees files are accurate and up to date
  • Works closely with Department Managers to ensure time keeping records are accurate
  • Provides spreadsheets for annual audit
  • Develop training materials for employees and supervisors on new payroll processes
  • Assures all 1099s and W2s are processed timely at year end.
  • Files all taxes on a timely basis
  • Other duties as assigned by Financial Management.

Minimum Education/Certifications
High School Diploma. Bachelors preferred.


Minimum Work Experience
Six years’ experience in Accounts Payable and Payroll

Working Conditions

Ability to sit at a desk for long periods of time. Ability to effectively us a phone, adding machine and personal computer. Must be able to work under deadlines and stressful conditions. The ability to work both under supervision and independently. Contact with other staff and public is required to be handled in a professional manner. Information must be organized, interpreted, evaluated, coordinated and explained in an accurate and timely manner.
