Type: Full-Time 0600 -1800 (this includes a 60 minute, uncompensated

lunch), Monday through Friday

Description

Operations Support Analyst 2 position assisting the United States Department of Health and Human Services in Fredericksburg, VA. The Operations Support Analyst 2 is responsible for services in areas of knowledge management and federal records management. Provides consulting advice, management, and strategic planning support. Provides analysis and advisory services to the project and management team when necessary to improve current operation. Serves as a direct consultant to the client in healthcare policy. Provides innovative approaches in performing reporting and data analytics services and applies extensive knowledge of healthcare policy to address objectives of programs. Performs Quality Control (QC) and Quality Assurance (QA) tasks, when required. Provides guidance and supervision to daily support staff. Demonstrates executive decision-making skills and judgment. Demonstrates a high level of analytical skills in solving technical and managerial problems.

Major responsibilities (not all inclusive);

  • Manage and maintain Federal records, including electronic records, ensuing from this contract in accordance with all applicable records management laws and regulations, including but not limited to the Federal Records Act (44 U.S.C. Chapters. 21, 29, 31, 33); 36 CFR § 1236.20.
  • Maintenance of links between records and metadata.
  • Categorization of records to manage retention and disposal, either through transfer of permanent records to NARA or deletion of temporary records in accordance with NARA-approved retention
  • Provide research and analytical services on current healthcare polices in support of HRSA Office of Provider Support operations.
  • Develop ad hoc senior level presentations on program activities as requested.
  • Identify areas where outreach efforts could help improve provider application submission rates
  • Conduct analyses, outline potential options, and facilitate discussions to determine data driven metrics to use to measure the Program effectiveness.
  • Support the execution and refinement of post-payment processes to systematically identify risks and ensure program integrity.
  • Support the execution of the return of funds and partial return of funds processes.
  • Support execution of the recoupment process by tracking and maintaining a case file for the providers who do not attest to the terms and conditions, who are otherwise no longer eligible to keep their received funds, or who may have received an incorrect amount are moved into the recoupment process.
  • Identify and track other forms of payment returns and discrepancies that required resolution.
  • Manage, track, organize, facilitate, and coordinate OPS activities and responses to OMB Circular A123 audits.
  • Develop a process and workflow for consistently ingesting, documenting, coordinating and resolving requests.
  • Provide weekly updates to the PI to ensure there is no lack of knowledge or differing information being communicated and to the status of each new, ongoing, and resolved request.
  • Ensure each request is resolved within the timeframe agreed upon by the PI team.


Qualifications

  • BA/BS required with strong academic background. Advanced degree preferred but not required.
  • 5+ years of experience and knowledge of Project Management experience with a PMP is preferred.
  • Experience with HRSA is preferred.
  • Experience with payment processing and Provider Relief Fund (PRF) a plus
