Job Description
    DutiesSummary

    This position is located in the U.S. Department of the Treasury, Office of the Assistant Secretary for Management (ASM), Office of CARES Operations (OCO), Data. Established in response to the CARES Act, OCO administers financial assistance to businesses and governments. The purpose of OCO is to provide asset management, compliance monitoring, audit and risk management, data management, post-assistance reporting, statutory reporting, and internal controls regarding financial assistance.


    Responsibilities

    As a Operations Research Analyst (SENIOR STATISTICIAN), you will:
    • Serve as a technical expert in performing sophisticated statistical sampling and statistical modeling activities and leading professional application of statistical theories, techniques, and methods to gather, analyze, interpret, and report quantified information regarding CARES Act funding programs and recipient’s financial transactions.
    • Responsible for planning, designing and carrying out highly complex and or sensitive collection, planning, interpretation, regulatory, and data management efforts to accomplish financial assistance goals and standards for the Department. Obtain relevant data from multiple systems and agency partners such as the Department of Transportation and the Internal Revenue Service. Oversee statistical financial data from payment processors, large financial institutions, and Fortune 500 companies.
    • Apply complex, multivariate statistical knowledge and independent findings to make recommendations to senior Treasury headquarters officials regarding the collection and dissemination of information for award reporting and data management, and for improving compliance with assistance agreements and related CARES Act objectives.
    • Lead statistical projects and presenting results of analysis. Develop time-series and predictive models using rigorous methods. Develop complex analytical project technical specifications for new studies affecting CARES Act line workload and performance.
    • Plan and accomplish project goals given data and resource limitations including availability and quality of data to be used. Keep project sponsors and senior leaders apprised of project status. Defend methodologies employed, options used, and results proffered.

    Specialized experience for the GS-15 is one year of experience at the GS-14 level or equivalent, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
    • Experience performing statistical sampling and modeling activities to analyze quantified information for funding programs and financial transactions; AND
    • Leading management and operations studies related to financial management, program evaluation and statistical analysis of a funding program.
    Education

    Individual Occupational Requirements for Operations Research Analyst:

    Basic Requirements:
    Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

    Evaluation of Education:
    The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

    Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

    The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

    CONDITIONS OF EMPLOYMENT:
