Office Of Professional Responsibilities Inspections Investigator

The Metro Transit Police Department (MTPD) is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority. The incumbent selected to fill the role of the Professional Responsibility & Inspections Investigator will conduct administrative investigations into complaints and misconduct within the MTPD. Some objectives for this position involve: interviewing employees, communicating with community members, receiving internal and external complaints, reviewing and evaluating evidence, utilizing audio and video recording systems, compiling investigative reports, and handling confidential information.

The Metro Transit Police Department has tristate jurisdiction and operates in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. The Professional Responsibility & Inspections Investigator offers a competitive starting annual salary of $76,9825.

Those who are eligible may receive a higher starting salary up to $115K depending on years of experience and qualifications. Minimum Qualifications

Education

• High School Diploma or possession of a general equivalency diploma (GED)

Experience

• Five (5) years of experience in surveillance, investigation, or a related field

Job Summary

The Office of Professional Responsibilities and Inspections Investigator is responsible for complex investigative and administrative tasks of moderate difficulty related to Metro Transit Police (MTPD) internal investigations and inspections, as well as assigned Washington Metropolitan Area Transit Authority (WMATA) internal investigations related to departmental objectives. The primary responsibilities include conducting interviews, compiling reports and gathering detailed, confidential information. In addition, the Office of Professional Responsibilities and Inspections Investigator coordinates and conducts investigations and audits of evidence, Departmental inventory and related items within MTPD purview. The incumbent conducts investigations with a focus on completeness, quality, attention to detail, timeliness and cost control. The incumbent further works in partnership with other employees, departments/divisions, external agencies and the public regarding protection of life, safety, and welfare of WMATA riders, property, and assets.

Essential Functions

• Prepares investigative reports covering all phases of investigations in each case and submits them for approval. Recommends discipline within applicable guidelines outlined in Authority’s policies, instructions and collective bargaining agreements.
• Applies Rules of Evidence, identifies, interprets and determines evidence’s value to specific allegations, and the investigation.
• Gathers evidence, develops leads, documents actions taken in cases. Conducts fact finding interviews and interrogations while properly applying Garrity Rights.
• Develops plans for covert operations, prepares arrest and search warrants, and obtains one party consents or court orders for monitoring conversations.
• Performs physical surveillance using photographic and video cameras, binoculars, cell phones, and GPS systems. Observes the target/site from an inconspicuous location or vehicle.
• Reviews internal monitoring systems and ensures administrative and operational activities follow standards, policies, and procedures.
• Creates and submits written reports, other related updates and results to the chain of command and/or directly to the Chief of MTPD.
• Conducts accident and citizen complaint investigations to determine if fault, wrongdoing, or misconduct may have occurred and recommendations follow-up when necessary.

Other Functions

• Establishes and maintains relationships with Office of Inspector General (OIG), public officials, law enforcement officers, prosecutors and others. Acts as the department liaison to obtain assistance in conducting investigations.
• Assist with the development of policies, regulations and procedures.
