Job Description
Overview:Scientific Program AnalystOverall Position Summary and Objectives:


Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Human Genome Research Institute (NHGRI). The primary objective is to provide services and deliverables through performance of support services.


Deliverables:
  • Work products and documents related to maintaining databases and spreadsheets related to various sharing activities, creating and maintaining data access and submission tracking systems and reports - Ad-Hoc
  • Work products and documents related to developing spreadsheets and data sharing materials; presenting to staff; providing advice on collecting information required for genomic data sharing consistent with NIH policy. - Ad-Hoc
  • Work products and documents related to participating on committees; providing support to NHGRI Data Access Committees; tracking and monitoring all requests for data access. - Ad-Hoc
  • Work products and documents related to providing support to NHGRI Genomic Program Administrators; tracking and monitoring communications regarding data submission; tracking submission of required documents for dbGaP registrations - Ad-Hoc
  • Work products and documents related to designing, developing and maintaining databases, Listservs, spreadsheets, PowerPoint presentations; conducting literature reviews and fact-finding research; composing reports - Ad-Hoc
  • Work products and documents related to creating conflict spreadsheets in Excel that list key personnel, collaborators and their institutional affiliations derived from sets of applications submitted to NHGRI. - Ad-Hoc
  • Work products and documents related to generating lists of names of potential review panel members from web searches and searches of NIH databases. - Ad-Hoc
  • Work products and documents related to developing and maintaining a spreadsheet of past and current review panel members coded by expertise and dates of review service on NIH review committees and advisory panels. - Ad-Hoc

Work Details:
  • Researches and evaluates the operation of the organization's scientific programs.
  • Review NIH grant applications submitted to NHGRI FOAs to identify individuals and institutions involved with each application; prepare conflict spreadsheets in Excel format to assist Scientific Review Officers in the NHGRI Review Branch
  • Systematically check the NHGRI DAC email inbox for questions, updates, inquires, or issues related to the NHGRI DAC; provide information about data access and data sharing procedures to requesting investigators inquiries; send responses to the applicants regarding the review outcome within two weeks of receiving the request 4
  • Provide administrative and logistical support for reviewing and entering study registration documentation including institutional certifications and Genomic Data Sharing Plan information into dbGaP; track email and other correspondence regarding data submission inquiries, processes, and requirements
  • Provide support for all data access and sharing related activities for the NHGRI Data Access Committee; create and maintain data access and data submission tracking systems and reports 1
  • Researches, interprets and summarizes background materials from a variety of scientific sources.
  • Work with staff on conducting literature reviews, provide scientific expertise in the area of genomics and bioethics of genomic data sharing
  • Perform searches of the web, public databases and NIH databases to identify candidates to serve on NHGRI peer review committees
  • Utilize database and internet resources to evaluate the authorities of key personnel on a data access request and request additional information via email or telephone 2
  • Compiles data and creates and prepares graphs, slides and presentations.
  • Organize existing slide presentation stalking points into a functional data base library
  • Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations and other computer applications
  • Conduct searches for material for a specific programmatic need and or presentation; use a database to search for material as necessary
  • Performs logistical planning of various scientific meetings, lectures, workshops.
  • Schedule and run meetings via remote video platforms such as Zoom, WebEx, and Microsoft Teams; prepare materials including PowerPoint presentations; write, record, and distribute minutes for the NHGRI DAC meetings 5
  • Schedule weekly DAC and other related data access and sharing meetings via Microsoft Outlook Calendar and Doodle or other polling methods
  • Plans, organizes and participates at a senior level in technical meetings and consultations.
  • Attend internal institute and NIH meetings related to data access policy development and implementation
  • Reviews and evaluates the performance of the organization.
  • Evaluate, confirm, and expedite renewal DARs based on the required elements in the DAC Standard Operating Procedures document 3
  • Analyzes existing scientific programs and makes recommendations for improvement.
  • Provide information and advice to program staff on collecting the information required for genomic data sharing consistent with NIH and NHGRI policy
  • Create and present data sharing training materials to program staff, Data Access Committee members, and other NHGRI and or other IC staff involved with data access, submission, and sharing
  • Develops and prepares various scientific reports.
  • Update the NHGRI Data Access Committee Standard Operating Procedures document as needed based
  • Undertake special assignments requiring fact-finding research; draft data access request and usage reports as needed
  • Develops and implements new scientific programs in order to fulfill organizational goals and objectives.
  • Track action items and tasks; provide deadline reminders to staff; maintain spreadsheets of relevant information for data access requests
  • Develops and maintains clinical database.
  • Record names of past and current NHGRI review panel members in Excel spreadsheets, coding each reviewer for institutional affiliation, review expertise and dates of review service
  • Design, develop, and maintain databases, spreadsheets, tables, graphs, and other computer applications for tracking data submission communications and submission- related requirements, and for analyzing submission of study datasets into the NIHs Database of Genotypes and Phenotypes dbGaP and AnVIL

Qualifications:

Minimum Education: Master's
Certifications & Licenses

Bachelor’s degree in a biomedical sciences discipline
Skills (Ranked By Priority) Maintain familiarity with DAC processes and Genomic Data Sharing policies for accurate correspondences Strong communications skills, both oral and written. Excellent analytical, organizational, interpersonal and time management skills Stay current on NIH policies related to genomic data sharing by participating and supporting NHGRI needs and activities as a part of NHGRI- and NIH-wide committees charged with the implementation of data sharing policies Knowledge of research protocols, organizing data and performing analyses
