H2 Performance Consulting (H2) is seeking a Model-Based System Engineer (MBSE) to support the Program Executive Office for Manpower, Logistics, and Business Systems (PEO MLB) Assistant Program Executive Officer for Engineering (APEO-E) and an MBSE to serve as Technical Advisor to Program Executive Office (PEO) Digital Director of Architecture.


The Model-Based Systems Engineer responsibilities will include:

  • Serve as Technical Advisor to PEO MLB Assistant Program Executive Officer for Engineering
  • Develop guidance how to implement MBSE within PEO MLB, ensuring compliance to DoD Digital Modernization Strategy, NAVWAR’s MBSE policy, Enterprise Requirements Policy, and Enterprise Architecture Policy
  • Design and develop MBSE solutions for new programs and for the transition of programs using legacy Systems Engineering modeling tools
  • Develop various DODAF views, including but not limited to OVs, SVs, and DIVs, within MBSE models for system development and systems engineering technical review (SETR) events
  • Develop, review, adjudicate, and recommend the enterprise architecture, data model and associated specifications and standards, and ensure alignment to DoD and Navy Enterprise requirements
  • Review and adjudicate MBSE deliverables from across the Navy, other services, and external partners; identify models with capabilities that may be leveraged across the enterprise
  • Translate engineering technical specifications into business functionalities and capabilities
  • Improve standardization and interoperability between MBSE models to reduce costs and develop efficiencies
  • Review and adjudicate architectural efforts from program offices; identify duplicative work and catalog work to be leveraged across the enterprise
  • Develop and support MBSE tools to be leveraged across the enterprise
  • Review, adjudicate, and endorse artifacts from Architecture Working Group (AWG), sub-working groups, and Architecture Governance Board (AGB), which connect to Navy IT Enterprise, including Commercial Cloud Service Provider environment
  • Represent PEO MLB and the APEO-E at the Digital/Systems Engineering Transformation (D/SET) meetings, working groups, and training events; identify areas of collaboration, compile lessons learned, and understanding of current Navy MBSE efforts across the enterprise to assist developing the MBSE capability at PEO MLB
  • Support workforce development to stay current with Industry Best Practices and Innovations
  • Work closely with the client to prepare content and provide support at briefings and design reviews
  • Identify obstacles posing risk to successful execution of critical path items and recommend potential mitigations.

  • Familiarity with DoDAF, UAF, or similar architectural framework
  • Ability to prioritize tasks
  • Ability to conduct research necessary to complete documentation such as BCAs, white papers, plans, etc.
  • Must have strong Microsoft Office suite skills, especially Power Point, Word, Excel, Teams, and Visio
  • 3+ years of modeling and architecture experience
  • 1+ years of professional services experience
  • Must have an Active Secret security clearance

Preferred Skills:

  • 3+ years of Systems Engineering support experience
  • A Bachelor’s or Graduate’s degree in Engineering or Technology related field
  • Application and use of Systems Engineering V across the system development life cycle
  • Understanding of Agile software development
  • Knowledge of Systems Engineering Technical Review (SETR) process
  • Familiarity with Navy Marine Corps Intranet (NMCI) and other Navy network environments
  • Experience with Systems Engineering (SE) Planning, Analysis, and Process Support
  • Knowledge of Standard Development of Performance Metrics
  • Have a strong grasp of Computer Science/Information Systems
  • Department of the Navy experience a plus
