Basic Eligibility For A Position With The NRO

  • You must be able to obtain and maintain a TS/SCI security clearance

Federal Employee Vaccination Requirement

In accordance with Executive Order 14043, the NRO has established procedures to verify NRO employees’ COVID-19 vaccination status by November 22, 2021. To meet this deadline, all current Federal employees must receive their Johnson & Johnson vaccine or their second Moderna or Pfizer-BioNTech COVID-19 vaccination dose by November 8, 2021. In limited circumstances, a reasonable accommodation for medical or religious reasons may be granted as legally required.

Individuals who start their government service after November 22, 2021, need to be fully vaccinated prior to their scheduled start date, except in limited circumstances where a reasonable accommodation for medical or religious reasons is legally required. Employees will be considered fully vaccinated for COVID-19 two weeks after they have received the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization. For Pfizer-BioNTech, Moderna, or AstraZeneca/Oxford, that is two weeks after an employee has received the second dose in a two-dose series. For Johnson and Johnson (J&J)/Janssen, that is two weeks after an employee has received a single-dose.

New employees will be required to show proof of being fully vaccinated against the COVID-19 virus, and must certify under penalty of perjury that the documentation you submit is true and correct on their start date in order to access NRO facilities. For urgent, mission critical hiring needs, unvaccinated new hires need to be vaccinated within 60 days of their start date and follow safety protocols for not fully vaccinated individuals until they are fully vaccinated.

What You Will Be Doing

Typical responsibilities and duties for each functional area within the Mission Support Career Field at the GG-11 -13 level include:

Human Resources:

  • Administer effective and efficient Federal Human Resources management program in the areas of staffing, recruitment and placement, security and suitability, benefits, performance management, employee relations, and training and development.
  • Review and evaluate organizational activities and advise management regarding the accomplishments and evaluation of program goals.

Equal Employment:

  • Provide advice and assistance to senior management officials, supervisors, and employees to advise them of their roles and responsibilities for EEO, Equity, Diversity and Inclusion in accordance with applicable laws, regulations and directives
  • Provide technical advice concerning resolution of complaints of discrimination to managers and employees to eliminate real or perceived prejudice or discrimination from workplace policies, practices, and working conditions.
  • Address confidential, complex, and extremely sensitive employment issues relating to EEO, Civil Rights, and Diversity.
  • May direct the work of an administrative and technical staff engaged in the full range of investigative and compliance functions of sensitive and complex EEO cases involving both DOL employees and applicants for employment.
  • Determine resource requirements and allocation of same, formulates long-range and annual office budgetary requests, justifications, and staffing patterns.

Public Affairs/Communication:

  • Write news releases, media advisories, Tweets, key messages, talking points or other media communications to convey information to identified audiences.
  • Participate in the development of communication strategies and the implementation of strategies to support the agency’s messages.
  • Research, write, review, coordinate and edit material proposed for public release to ensure accuracy, clarity, completeness, timeliness, and consistency with NRO policies.
  • Strengthen NRO’s brand equity across the Intelligence Community (IC) and in the public domain to elevate the organization's presence.

Program Management:

  • Manage daily programmatic functions, interface with mission partners across the Intelligence Community (IC) and Department of Defense (DoD), reach out to operational users to ensure proper program support.
  • Develop, maintain, and manage updates to program documentation, performing evaluations as required.
  • Develop, prepare, and conduct oral and/or written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems.
  • Participate in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
  • Assist in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization.

Office Administration:

  • Lead or assist in the coordination meetings/conferences to ensure goals are achieved; follow-on actions are completed; and coordinate with organizational staff on major and sensitive issues.
  • Develop solutions to problems, providing consultation and advice on issues and options.
  • Advise senior management official on complex, sensitive (highly), and controversial issues which may impact or shape the direction of the program.

What You Need

  • Highly desired: a Bachelor’s Degree in a related occupation (human resources, business, communications, program or project management, etc.) and experience in the related field.
  • Appropriate experience in the human resources field as a generalist or specialist.
  • Experience writing and editing communication materials and/or acting as a public affairs specialist.
  • Proven ability to manage programs and projects.
  • Experience performing office administrative duties as an executive assistant, administrative assistant, action officer, or administrative officer.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. 2021 Salary range for Washington DC Area:

GG-11: $72,750 - $94,581

GG-13 $103,691 - $134,798

**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for this position. Trial Period
