Multnomah County’s Corrections Health Division is looking for a 0.6 FTE Mental Health Consultant to join their team. As a Mental Health Consultant, you will provide direct services of assessment, crisis intervention, counseling and case management for the mentally ill client population in jail. Indirect services include case consultation, group facilitation, education, research and selected assigned administrative and patient care duties.

Providing professional and compassionate healthcare services to detained individuals is the responsibility of Corrections Health. From detainees’ first entering the facilities through booking until release or transfer to another jail, prison or USM service, trained and skilled Corrections Health personnel provide effective screening, illness identification, evaluation and treatment through a system of policies and procedures that reflect the standard of care in the community and are equivalent to other correctional facilities across the country.

Depending upon assignment, you will be performing some or all of the following duties, which are a representative sample of the level of work appropriate to these positions:

  • Receive clients on referral, urgent, scheduled, or follow-up basis.

  • Responsible for initial mental health assessment, coordination and referrals for follow-up.

  • Provides direct client-care crisis intervention, counseling and client education, including how to access community resources.

  • Activates, monitors, and removes suicide watch, as appropriate.

  • Serves as client advocate and facilitates client movement through the legal/corrections system.

  • Accurately documents client care through the use of SOAPE (Subjective, Objective, Assessment, Plan, Education) charting, at the time of client visit.

  • Utilizes Corrections databases to document and communicate housing and other logistical information with Corrections staff.

  • Provides referrals for medication, legal advocacy and transition planning as needed.

  • Participates actively on the Mental Health Team and larger Corrections Health Team, consulting with providers, nurses, and Corrections staff, and monitoring client response to treatment.

  • Participates in the court process, when subpoenaed, to explain client mental health status.

  • Provide nursing teams and providers with current information and assists in planning effective interventions for clients.

  • Work collaboratively with nurses in addressing clients' needs for prescribed medication or other medical concerns, Corrections Deputies in their day-to-day dealings with mentally ill clients, Central Support, Facilities, other programs as needed, and community agencies such as probation officers and community mental health services.

  • Determines if a client may be appropriate for transition services from legal detention from the reception area of Multnomah County Detention Center.

  • Coordinates with and makes referrals to community providers and programs, other County programs, legal personnel, and natural systems of support, for effective discharge planning.

Minimum Qualifications/Transferable Skills*:

  • Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs). See full list on the Oregon Administrative Rules ( OARs web page). Examples of qualified degrees listed below such as:

    • Graduate degree in psychology.

    • Graduate degree in social work.

    • Graduate degree in a behavioral science field

  • Experience:

    • Have clinical experience working primarily with conducting comprehensive assessments; including assessment of substance use/misuse and mental health issues

    • Have thorough knowledge of psychosocial diagnostic categories and treatment approaches including evidence-based treatment modalities, suicide assessment, and crisis intervention.

    • Have extensive experience or the ability to work with diverse populations who display mental health and behavioral issues

  • Certification:

    • Possession of, or ability to obtain by the time a hiring offer is made, an active and valid registration as a Qualified Mental Health Professional (QMHP) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website .

Preferred Special Qualifications/Transferable Skills*:

  • Experience working in a clinical setting

  • Experience as a case manager or transition planner

  • Experience in a corrections setting

  • Licenses/Certificates: Professional licensure or certification (e.g. Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Marriage and Family Counselor, Licensed Clinical Psychologist, Certified Involuntary Commitment Investigator).

  • Certification in Alcohol and Drug Counseling is highly desirable. (CADC III preferred)

Other: Employment is contingent on passing a background check. May require a valid drivers' license.

Schedule: 11:00 am - 7:30 pm (Thursday/Friday); 7:00 am - 3:30 pm (Saturday)

Location: Inverness Jail

Our facilities collectively house over 1,000 adults and 80 juveniles. Over 36,000 adults are cared for each year with approximately 30% having mental health and behavioral issues. Over 2,000 juveniles are cared for each year from Multnomah, Washington and Clackamas counties- brought in from the community, other jurisdictions and other community holding facilities. Over 40% of those juveniles have significant mental health conditions.
