RE Tech Advisors is currently seeking a highly motivated, experienced, and passionate Manager of Government Energy Programs. This position will provide leadership to the US Department of Energy’s (DOE) Better Buildings Program, and newly launched Better Climate Challenge focused on building portfolio decarbonization and energy efficiency. This program encompasses both residential and commercial building energy strategies. We are seeking an individual with a strong background in residential energy programs to oversee a wide range of programs, including the Residential Network and Manufactured Housing Task Force, that may include stakeholder engagement, thought leadership, program design and implementation, and resource development and deployment. This is an exciting opportunity to join a rapidly growing ESG advisory firm to accelerate the transition to a low-carbon future.

We strongly prefer the position to be based out of our headquarters office in Tysons Corner, VA; however, we will consider qualified remote candidates. RE Tech supports a hybrid work model with flexible work schedules that include a mix of in office and work from home.

Education and Experience:
  • Bachelor's degree (Concentration in Energy Resources, Sustainability, Business, or related field).
  • At least 6 years of applicable work experience in a related field.
  • At least 2 years’ experience managing people and teams, specifically serving as a direct supervisor to staff, overseeing work and performance, motivating, providing feedback, performing staff reviews, setting clear goals and expectations, and other people management administrative tasks.
  • At least 2 years’ experience serving as a program manager with budgets of varying size and scale with minimal oversight.
Essential Knowledge and Skills:
  • Experience developing and administering successful governmental energy programs, with specific expertise focused on the residential sector. Experience in energy and decarbonization strategies in the commercial and local government sectors preferred.
  • Familiarity with program design and voluntary leaderships programs, and strategies for bringing solutions and resources to scale.
  • Adept at digesting technical strategies and translating them to for broad consumption in the market.
  • Experience managing time-based budgets, both as time and materials, as well as fixed price.
  • Excellent verbal and written communication skills. Ability to lead internal and client meetings.
  • Strong analytical, problem-solving and decision-making capabilities.
  • Ability to effectively manage changing priorities in a fast-paced environment, to ensure client and internal needs are being met in a timely manner.
  • Possess sound business ethics, including the protection of proprietary and confidential information.
  • Ability to manage up, down, and across the organization, as well as outside clients and subcontractors.
  • Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude. Ability to manage challenging interpersonal situations, including employee and client relationships.
  • Very proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel).
  • Ability to handle multiple projects, programs and priorities at the same time.
  • Ability to be flexible and adapt to a changing landscape and client needs, being able to pivot and adjust priorities and approaches.
  • An understanding of the importance of continuous learning, self-awareness, owning mistakes and continuous improvement.
Essential Job Functions:
  • Lead RE Tech’s support for the Department of Energy’s Residential Buildings Integration projects as part of the Better Buildings Initiative, which may include:
  • Support the work of an interagency task force led by CEQ, DOE, and HUD to develop and test financing products and other mechanisms to make energy-efficient manufactured homes a more attainable and affordable housing option.
  • Oversight of Residential Network program for organizations that are engaged in home energy upgrades, which includes coordination of communications, peer exchanges, and resource development
  • Coordination of peer-based networks and working groups focused on solutions related to energy efficiency and decarbonization, including existing peer network on workforce development and future accelerators
  • Lead program implementation including program design, securing client buy-in and approval, tracking, execution, collaboration with internal and external stakeholders, program evaluation and refinement.
  • Engage with the DOE client as the lead program manager for the Residential Buildings Integration office. Build and maintain key customer relationships.
  • Actively engage in strategic analysis, planning, and execution on client program activities.
  • Provide project team leadership. Direct, oversee, and support your project team working on client engagements.
  • Regularly review client deliverables for quality control and budget accountability, ensuring the work is accurate, on time, on budget and meets the client’s needs.
  • Serve as a supervisor to one or more direct reports. Manage direct report(s)’s performance and evoke creative and innovative thinking from team members while helping them to develop their skills and achieve career goals.
  • Manage all aspects of contracts, including scope, budgeting, project execution, budget tracking, and supervision of staff.
  • Perform all other duties as needed and assigned.
Additional desired skills and experience:
  • U.S. EPA ENERGY STAR Portfolio Manager experience
  • Experience with greenhouse gas inventories and carbon management strategies, including carbon neutrality or net zero programs.
  • Knowledge of energy efficiency and renewable energy financing, including financing mechanisms, major players, and market trends
  • Experience working for a government agency or department, such as DOE or EPA
  • Experience with government contracts
