Job Description
    DutiesSummary

    The position is in the Office of Public Health Science (OPHS), Resource and Program Management Staff (RPMS). RPMS provides all management, administrative, and budget support for OPHS programmatic oversight in areas of laboratory programs, special projects, training, and continuous improvement impacting FSIS. It provides management and financial oversight for the Accredited Laboratory Program.


    Responsibilities
    • As a Management Analyst, your duties will include, but are not limited to the following:
    • Participates in developing and executing broad policies pertaining to overall administrative management activities.
    • Develops operating procedures, policies, and instructions to facilitate and improve the effectiveness of these services.
    • Manages tracking incoming/outgoing documents ensuring items have appropriate information attached and present for executive clearance.
    • Ensures record retention is adequate and accessible for Continuity of Operations Planning purposes and other emergency planning purposes.
    • Handles coordination and tracking of local, US, and international travel for the headquarters staff and projects.
    • Assists with making travel arrangements within the Meeting Attendance System and the automated travel system.
    • Facilitates meeting and conference support ensuring Senior Executive members have information needed for meetings and conferences.
    • Processes time and attendance applications and other database management systems to input and query.
    • Manages the new employee onboarding/out-processing for the program.
    • Administers exit interviews for all employees and provides summary information and data bi-annually to the Director and Lead Program Analyst.
    • Assists with running reports for time and attendance and conducts leave audits and time and attendance audits independently or for cause.
    • Provides support for activities associated with the National Advisory Committee on Microbiological Criteria for Foods (NACMCF) in accordance with the Federal Advisory Committee Act (FACA).

    QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

    Time in grade:
    Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level.)

    To Qualify At The GS-09 Grade Level:You must have at least 1 year of specialized experience at the GS-07 level in the Federal Service OR one year of equivalent professional work experience. Examples of Such Experience Include Duties Such As:
    Providing administrative support such as managing records, tracking official agency documents. Gathering, researching, and providing technical information in response to inquiries. Coordinating meetings and conferences and managing flow of information in a scientific program. OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

    To Qualify At The GS-11 Grade Level: You must have at least 1 year of specialized experience at the GS-09 level in the Federal Service OR one year of equivalent professional work experience. Examples of Such Experience Include Duties Such As: Experience managing domestic and foreign travel. Coordinating federal advisory boards in compliance with FACA regulations. Follow established financial management processes, identifying and reporting inconsistencies to senior analyst for further analysis. Assist senior program personnel in HR and managing onboarding/out processing of employees. Experience identifying, analyzing, and evaluating long-term implications of program plans and decisions. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
