Job Description

Under general supervisor/procedural control, this position exists to organize, analyze, interpret and communicate financial, academic, and human resources data into useful information to be used for decision-making by finance leaders including but not limited to: the University President, the President’s senior management team, Board of Trustees, Legislature, and other groups which may have major policy implications with short and long-range impact.

Develop, design, and maintain database queries, tables, report formats, documentation, and data integrity practices to be used for consistent reporting within the University and across other colleges and universities in the State System.

Train and assist users of financial information ranging from Divisional VPs to support staff in a multi-cultural environment to understand and use information and analysis tools so that they are able to effectively manage State resources.

Coordinate with other Financial Management personnel involved in data reporting purposes, i.e., institutional research, budget, academic affairs, facilities, etc. Prepare written proposals.


Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:

  • Ability to analyze and interpret financial data, conceptualize and create new ways of presenting materials for improved management decisions.
  • Knowledge of research methodology: comparative, sensitivity, and regression. Ability to identify and clarify a problem or issue, to prepare and execute a research design, interpret results and recommend actions based on conclusions. An understanding of statistics and various methods of research analyses are needed.
  • Understanding of the budget development budget management process. Ability to project and evaluate impact of certain actions, proposals, and decisions on these processes, from a strategic perspective.
  • Communication skills including listening, speaking and writing for technical reports for various audiences.
  • Ability to view issues with an open mind, create new alternatives and support innovation and change when appropriate.
  • Ability to quickly learn and evaluate new software as needed.
  • Attention to detail and accuracy in transmitting information/data to the Executive Strategic Committee, other university management and staff, government survey administrators, etc.
  • Strong computer skills, particularly for databases and queries. Skills needed are for spreadsheets and statistical analysis with a computer. Well-developed skills in use the following computer software packages are essential:
    • Databases including EPM 11/Power BI, ISRS, SCUPPS, Microsoft Access
    • Spreadsheets including Microsoft Excel
    • Word Processing including Microsoft Word, Adobe Acrobat
    • Operating Systems including Microsoft Windows

Preferred Qualifications

  • Bachelor degree in Accounting Finance or equivalent.
  • Knowledge of the University management information systems, including finance/accounting, student and personnel. Ability to interpret, explain and analyze reports and projections. Specific knowledge of University reporting requirements to ensure appropriate and consistent coding.
  • General knowledge of higher education laws, as well as thorough knowledge and understanding of the University, State, and Minnesota State Board of Trustees’ policies and system procedures.

Physical Requirements

This position requires occasionally transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or transporting light objects frequently. The position may require movement throughout building(s) to a significant degree.

Additional Requirements

In accordance with the Minnesota State Colleges & Universities (MnSCU) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to MnSCU’s vehicle use criteria and consent to a Motor Vehicle Records check.
