Job Description

Westat is an employee-owned corporation providing research services to agencies of the U.S. Government, as well as businesses, foundations, and state and local governments. Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.

Westat is seeking to fill the newly created role of Learning and Development Program Manager. In this role you will partner with the organization’s leadership team and key HR (Human Resources) stakeholders to ensure the development and advancement of an empowered, results-driven workplace culture.

You will serve as a champion for the design, delivery and evaluation of forward-thinking strategies, the work will focus on job and skills training, management and leadership development, and high potential development, as well as performance management practices, onboarding, and the heightening of the employee experience. You will also handle the design of succession planning processes and competencies models. You will also guide organizational design and architecture; aligning to support the organization’s strategic growth direction.

Job Responsibilities:

  • Collaborate with senior leadership to identify companywide training needs and deliver strategic solutions for improving skills and competencies across the entire company while fostering collaboration and supporting Westat’s DE&I initiatives.
  • Develop custom and off the shelf tools, programs, and applications for eLearning, mobile learning, classroom facilitation (face-to-face and virtual), offering a menu of choices to encourage employee growth and development and support a self-service environment.
  • Implement career and talent assessments to identify specific development needs and employee competencies to then address key skills gaps, talent readiness and retention risks.
  • Develop a best-in-class performance management system which includes a 360 component for management level employees. Continue to develop and roll out the company’s internal career progression paths aligning actionable goals for growth and promotion.
  • Develop executive coaching and professional development programming to support the organization’s leadership and management. Create strategies to ensure engagement and high performance.
  • Create a succession planning strategy and implement a process which protects intellectual capital, creates ‘bench’ strength, and positions the organization for continued success. In partnership with senior leadership create succession plans for the organization and identify high potential individuals, assess competencies, and provide professional support needed to engage and retain top talent.
  • Create mentorship and apprenticeship programs to promote growth and collaboration among internal and external communities.
  • Advise on change management processes and organizational architecture and design.
  • Measure the total effectiveness of all learning and development programs and analyze and report findings to senior leadership.
Basic Qualifications:
  • Bachelor’s Degree and 10 years of experience as a talent development and/or training manager in a large organization.
Preferred Qualifications:
  • Proven experience translating business plans into learning and development strategies
  • Demonstrated ability to lead strategically, drive performance, build alignment, influence, and execute.
  • Demonstrated expertise in methods and tools for successful identification, design, development, implementation, and measurement of learning solutions.
  • Knowledge and ability in human resources, organizational culture transformation and diversity, equity and inclusion.
  • Federal Government contractor and/or industry experience a plus.
  • Experience and proficiency with LMS (Learning Management System) and other software, like Workday.
