Responsibilities
  • Serve as Lead Contract Specialist responsible for a variety of duties associated with the acquisition of highly complex DHA requirements and administration of contracts through closeout.
  • Lead a team of Senior Contract Specialists in market research, requirements definition, acquisition planning, source selection planning, coaches, mentors, instructs and delegates work to team members.
  • Apply contract and procurement regulations to independently prepare solicitations that communicate requirements to industry.
  • Lead the evaluation of responses to solicitations for cost and price reasonableness.
  • Administer a variety of complex contracts through closeout including contract modifications and post-award procedures.
  • Provide advisory services on specific contracting problems, projects, and programs.
  • Independently negotiate a variety of complex contracts, modifications and termination actions.
  • Serve as a Warranted Contracting Officer.
  • Coordinate contract administration activities with the contractor and contracting Division.

    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
    • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
    • Two year trial/probationary period may be required.
    • In accordance with the Defense Acquisition Workforce Improvement Act (DAWIA), incumbent must obtain DAW Level III certification in the Acquisition Career Field of Contracting within 24 months of entrance onto the position.

    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

    Basic Requirement for Lead Contract Specialist:

    Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

    OR

    Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: one year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes experience leading others in market research, requirements definition, acquisition planning, source selection planning, applying contract and procurement regulations to independently prepare solicitations that communicate requirements to industry; leading the evaluation of responses to solicitations for cost and price reasonableness; administering a variety of complex contracts through termination or closeout including contract modifications (i.e. post-award procedures); providing advisory services on specific contracting problems, projects and/or programs; and independently negotiating a variety of complex contracts, modifications and/or termination actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
