Job Description

Strategic Insight, Ltd., is seeking a Junior Program Analyst to support multiple Department of Defense Acquisition Workforce (AWF), including Directors, Acquisition Career Management (DACMs), Defense Acquisition University / Human Capital Initiatives, and acquisition Functional Area Leaders.

Your office location will be at SI headquarters in Crystal City, VA, and your hours will be determined by your SI case leader but will generally be from 8:00 am to 4:30 pm. Some telework may be authorized.
Responsibilities include, but are not limited to:

  • As directed, tracking and analyzing Office of the Secretary of Defense (OSD) and Congressional initiatives and determining impact to the DoD AWF and recommending courses of action.
  • Attending conferences and meetings, providing agendas, and drafting minutes as required.
  • Journeyman-level policy and data analysis.
  • Researching and drafting AWF career management policies, process changes, and/or implementing guidance for management review.
  • Monitoring compliance with guidance and taking corrective actions.
  • Developing metrics that inform policy and providing decision support as assigned.
  • Journeyman-level technical writing and publication.
  • Investigating issues and problem solving for special topics in acquisition, Defense Acquisition Workforce Improvement Act (DAWIA), AWF management systems, human capital management, education, and training domains.
  • Drafting and editing quarterly Newsletters.
  • Creating presentation materials.
  • Reviewing qualifications and certifications for critical positions within the acquisition workforce.
  • Providing support in strategic planning, program management, cybersecurity, training, study development, and systems engineering for government and private industry.
  • Researching and drafting educational material in a digital format. Assisting team lead with strategic planning, mapping and documenting key processes, and developing key performance measures to identify and make recommendations for areas of direction and improvement.
  • Maintaining human capital management documentation for the AWF, including human capital operating plans, strategic plans, project schedules showing dependencies and progress tracking, and other AWF-related program documentation.
  • Maintaining plans of action and milestones (POA&Ms) using various tools including Microsoft Project to track more detailed and complex project timelines, especially projects that involve multiple external contributions (e.g., developing a detailed schedule for the ASN(RDA) program management workshop and requirements for students, etc.).
  • Compiling proposals, cost estimates, and reports pertaining to multiple AWF-related projects. Tracking monthly workflow and hours for tasks related to the AWF contract, including visits, visitors, and hours spent on task; provide data and recommendations to leadership.
  • Analyzing the effectiveness of electronic tools and processes within the organization; drafting recommendations to leadership.
  • Compiling and analyzing civilian and military demographic and diversity data for DoD AWF members, identifying issues and enabling senior leadership to make human capital management decisions for their workforce.
  • Performing special projects as directed.

  • Proficiency with MS Office (Outlook, Word, Excel, PowerPoint, and Project) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
  • Must have some database experience and an understanding of data integrity and data maintenance.
  • Proficiency with SharePoint and other collaborative tools (e.g., Microsoft Teams) desired.
  • High degree of attention to detail and accuracy in completing assignments, including strong proof reading, grammar, and analytical skills.
  • Ability to travel to team meetings.

Education and Experience

  • Bachelor s degree plus two (2) years of professional or analytical experience; OR
  • Six (6) years of professional or analytical experience.

Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for a government security clearance at the Secret level.
