The Health and Human Services Coalition Governance Operations Coordinator (IT Project/Portfolio Manager) is a lead technical expert and managerial professional supporting a cross-agency collaboration on IT projects and systems. The position consults with HHS Coalition organizations to support alignment with IT project portfolio governance processes and interagency collaboration on projects and workgroups.

About the Unit:
The Washington Health and Human Services Enterprise Coalition (HHS Coalition) is a multi-organization collaborative that provides strategic direction and federal funding guidance for information technology projects that have cross-organizational or enterprise impact. The members are the Department of Children, Youth, and Families (DCYF), Department of Health (DOH), Department of Social and Health Services (DSHS), Health Benefit Exchange (HBE), and Health Care Authority (HCA), with the Office of the Chief Information Officer (OCIO) and the Office of Financial Management (OFM) serving as ex-officio members. The HHS Coalition has established a governance model to carry out the work of the HHS Coalition. There are three governance committees and other supporting teams and structures that have shared responsibilities for HHS Coalition activities. This position is within the HHS Coalition Enterprise Project Management Office (EPMO) team that supports the multi-organization collaborative. The EPMO is administratively located within HCA’s Division of Enterprise Technology Services (ETS) but works for the benefit of all organizations. The EPMO is focused on managing the collaborative operationalization of the HHS Coalition and supporting oversight of the HHS Coalition investments. The EPMO supports communication and continuity across the levels of governance for transparency and situational awareness.

About the position:
The HHS Coalition Governance Operations Coordinator provides operational direction to the IT portfolio governance process as well as subject matter expertise in project management, process mapping, process and outcome measurement, and coordination of independent verification and validation (IV&V) services across the five organizations.

This position consults on management of the HHS Coalition to coordinate the work of DCYF, DOH, DSHS, HBE, and HCA senior executives and management to operate an enterprise governance model in compliance with federal requirements.

Duties

Some of what you will do:
Facilitate continuous improvement and alignment support for governance project portfolio processes, including adoption support/organizational change management.


  • Manage the ongoing maintenance and continual improvement of HHS Coalition Standard Operating Procedures for Project Initiation & Portfolio Management documentation and associated templates/guidance/etc. in collaboration with cross-organizational executives and subject matter experts.
  • Monitor and quality review monthly project portfolio dashboard and cross-organization coordination to address any issues or discrepancies.
Assist in managing the monthly operations of the HHS Coalition governance committees and workgroups.
  • Coordinate monthly governance committee meetings and agendas, in collaboration with HHS Coalition members, committee chairs, and other team members.
  • Coordinate and lead HHS Coalition interagency technical/system or data workgroups as needed.
Facilitate development and operations of performance measures for HHS Coalition outcomes.
  • Facilitate identification of relevant measures for HHS Coalition outcomes, ranging from portfolio process outcomes to broader strategic vision outcomes, in consultation with cross-organizational executives and subject matter experts.
Development of written work products and deliverables related to the HHS Coalition (issue papers, stakeholder communications, legislative reports, etc.).
  • Provide guidance to HHS Coalition partners in planning, development, and monitoring of collaborative documents that include initiatives with statewide impact.
  • Develop alternative approaches, presents and collaborates with stakeholders to achieve organizational goals and metrics.

Qualifications

Required Qualifications:


  • A Bachelor’s degree in Policy, Business/Public Administration, Computer Science or closely related field AND three (3) years of progressively responsible experience as an information or systems architect or information technology project management professional working with large mission-critical systems. (Enterprise architecture or IT project management experience may substitute year for year, for the bachelor’s degree)
  • Project management, process improvement, and/or organizational change management skills.
  • Ability to communicate effectively across a broad spectrum of managerial, administrative, and professional staff, including the ability to write clearly and translate technical documentation to align with plain talk standards.
  • Proficient in the use of MS SharePoint, Word, Excel, PowerPoint, Project and Outlook.
  • Commitment to quality, diversity and public service values including a demonstrated commitment to providing superior customer service.
Desirable/Preferred Qualifications:
  • Project Management Professional Certification is preferred.
  • Working knowledge of Washington State government including DCYF, DOH, DSHS, HBE, and HCA organization, mission and goals.
  • Knowledge of HCA and Washington State Office of the Chief Information Officer (OCIO) project management and governance principles, processes and authorizing environment.
  • Knowledge of federal Centers for Medicare and Medicaid Services (CMS) rules, regulations and system and budgeting oversight requirements, as well as current federal trends in MMIS systems and information technology solutions.
  • Strong collaborator with the ability to work across organizations, lead and influence teams and workgroups comprised of staff from multiple organizations. Experience with one or more Organizational Change Management (OCM) frameworks.
