This vacancy participates in a career progression group and may be filled from this recruitment as an Information Technology Applications Programmer/Analyst 1 (TS-310) or Information Technology Applications Programmer/Analyst 2 (TS-312) depending on the level of experience of the selected applicant. The maximum salary for the Information Technology Applications Programmer/Analyst 2 is $84,074 . Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in information technology.

SUBSTITUTIONS:
Two years of experience or training in information technology or electronic technician work will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology or electronic technician work and college credit to substitute for the baccalaureate degree as follows:

A maximum of 90 semester hours may be combined with experience or training in information technology or electronic technician work to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for six months of experience or training in information technology or electronic technician work towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology or electronic technician work towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology or electronic technician work towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of one year and six months of experience or training in information technology or electronic technician work towards the baccalaureate degree. Candidates with 90 or more semester hours of credit, but without a degree, must also have at least six months of experience or training in information technology or electronic technician work to substitute for the baccalaureate degree.

An associate degree in computer science will substitute for the baccalaureate degree.

Verifiable experience in computer systems programming; or in systems, database, or network enterprise system support (hardware or software level) at a Louisiana State agency as a student worker enrolled in any baccalaureate degree program will substitute for a maximum of one year of the required professional experience on a month for month basis. A letter from the agency employing the former student must be submitted with the application and retained as part of the former student worker's record.

A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis-computer science, electrical engineering, information systems and decision sciences, computer engineering, telecommunications, or computer information systems will substitute for one year of the required experience.

A master's degree in the above fields will substitute for one year of the required experience.

Specialized degrees will substitute for a maximum of one year of the required experience.

Job Concepts

Function of Work:
To develop analyst skills by maintaining, designing and implementing moderate sized systems or assist in the maintenance, design, and implementation of large or complex systems.

Job Distinctions:
Differs from Information Technology Applications Programmer 2 by the performance of systems analysis work and a greater degree of user contact.

Differs from Information Technology Applications Programmer/Analyst 2 by the absence of responsibility for advanced systems analysis work or by absence of lead worker responsibility over a project team.

Examples of Work

The position is responsible for advanced systems analysis and development of several highly complex, diverse, automated systems working in an independent manner that requires a multilayered technical skill set and a knowledge base across multiple applications and departmental programs. This is a highly technical advanced level IT position in the Office of Technology Service’s Application and Data Management Division The incumbent will take the lead role in gathering requirements, maintain and support the complex and newly implemented Medicaid Eligibility and Enrollment (E&E) system. The position will develop JAVA (J2EE and Java Script) code for E&E and utilize other tools (i.e. IBM Workload Scheduler (IWS), Open Text Exstream, Pentaho, Tableau, Jama, JIRA and Bamboo). The position will provide technical advice and review code for other IT Programmer/Analysts. Supervision is received from an IT Application Manager 1.

Serve as a lead analyst in preparing Technical Design Documents outlining the solution in highly technical and detailed terms by performing advanced system design and analysis. Evaluate work plans and schedules to ensure realistic deadlines, maintain tracking system for work in progress and review existing subsystems for possible methods of improving efficiency. Pull on-call rotation to support production issues in assigned systems.

Application Design, Development and Support for the Medicaid Eligibility and Enrollment (E&E) system Design, code, compile, test, and debug highly complex JAVA programs as indicated by user and management requests and according to SDLC. Develop and maintain highly complex E&E java code. Prepare program specifications, work assignments and program testing procedures. Make critical decisions on design, technical requirement and file designs with minimal supervision. Analyze changes, enhancement and/or system design to ensure data integrity and availability. Provide technical support as needed, perform troubleshooting and implement applicable solutions to address system issues.

Meets extensively with users to determine needs and discuss user requests. Analyze user requests/defects/change requests in order to identify the necessary system development, determine effects on existing system functionality and estimate for timely completion of development. Attend JAD sessions as well as Technical Design Documents (TDD) review sessions. Review user requests, test plans and playbooks for maintenance and deployment activities. Review and provide feedback on deliverables, technical documents, project plans, issues and risks, change requests and defects. Support Defect Testing, Batch, Reporting
and/or Deployment activities.
