Qualifications:ESSENTIAL JOB FUNCTIONS:

Work involves the creation of new reports along with the support of existing programs using a variety of tools, requiring the exercise of a considerable degree of initiative and judgment on assignments. Work requires a great degree of job knowledge and experience, troubleshooting communication issues for new and existing software and hardware.

  • Requires field site visits to troubleshoot and address communication and process anomalies.
  • Identifies errors, makes modifications and/or corrections to existing programs and applications, and performs the necessary testing to ensure the integrity and proper function of the software and hardware.
  • Writes documentation specific to program flow and development approach, to include revisions.
  • Diagnoses and repairs failed control systems at field sites.
  • Assists in the analysis of new information technology projects for treatment plant upgrades.
  • Oversees licensing requirements and renewals
  • Reviews and interprets daily logs and records of personnel supervised; schedules activities accordingly.
  • Designs and implements new reports and forms using a variety of software development tools.
  • Communicates with others to prioritize critical work needs first.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of programmable logic controllers (PLCs) and SCADA and associated hardware.
  • Knowledge of computer programming techniques and web technologies.
  • Strong analytical skills, including the ability to translate user requirements into appropriate
applications.
  • Knowledge of safe electrical work practices and procedures
  • Knowledge of the function and operation of electronic controlling, measuring, recording, transmitting, testing, and diagnostic equipment
  • Knowledge of industrial automation, control panels, programmable logic controllers (PLCs), and instruments
  • Knowledge of radio and cellular communications associated software and hardware
  • Ability to troubleshoot, edit, configure and program controls systems such as PLCs, Human Machine Interface (HMI), drives, SCADA, or other proprietary agency/department software with minimal supervision.
  • Ability to interpret engineering plans, diagrams, schematics, PLC ladder logic, and blueprints.
  • Knowledge and understanding of water and wastewater systems, including knowledge of utility operations, construction, and maintenance.
  • Ability to troubleshoot end program with electronic related software.

MINIMUM EDUCATION & EXPERIENCE:
  • Associate's degree in computer science, engineering, engineering technology, or related field with emphasis on system controls
  • Three (3) years experience in the installation, maintenance, repair, and programming of electronic equipment
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:SPECIAL REQUIREMENTS:

  • Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.
  • Possession of a valid Florida Class E drivers’ license and a good driving record as determined by the City of Winter Haven.
  • Certified Control Systems Technician (CCST) Level 1 Certification.
